Thefollowingdefendants were sentenced in Tehama County Superior Court, according to the Tehama County District Attorney's Office: RecentState/Local Prison Commitments: People vs. Hanoa Nahinu, Carrying Dirk or Dagger; Possession of Metal Knuck- les. Brief history: During the course of an investigation in April 2015, agents con- tacted the defendant while searching for a wanted person. During the search, agents located a five inch fixed blade knife inside a sheath on his belt, con- cealed by his long shirt. Af- ter being released from jail, the defendant failed to ap- pear in court and a felony no bail warrant was issued for the defendant's arrest. The defendant was appre- hended in September 2015 and searched incident to arrest. During the search, the officer located a smok- ing pipe, .4 grams of meth- amphetamine and metal knuckles. Sentenced to a total of 3 years, 8 months prison. People vs. Corbette Wil- son III, Evading Officer with Willful Disregard, two counts. Brief history: In the early morning hours of August 30, 2015, the victim called to report her truck had just been stolen from her drive- way. About 10 minutes later, deputies observed the truck being driven by the defen- dant and attempted a traf- fic stop. The truck failed to yield and a pursuit ensued for approximately one-half mile before the defendant jumped out the window and ran away, leaving two pas- sengers behind. In an un- related incident six months later, a Corning Police De- partment officer observed a vehicle pass him with a de- fective rear brake light. As the officer attempted to get behind the vehicle, it sped up to 45 miles per hour and a pursuit ensued. The de- fendant committed over 17 traffic violations including speeding, failing to stop at stop signs, and driving into oncoming traffic. The de- fendant ultimately crashed the vehicle in an orchard and ran away. The assist- ing K9 located the defen- dant hiding in an olive tree. Sentenced to a total of 7 years state prison. People vs. Sherri Atkin- son, Child Abuse. Brief history: On Febru- ary 9, 2015, the defendant called 911 to report she could not find her 14-month old daughter. She explained she had put the victim in bed with her the night be- fore, and when she woke up, the victim was gone. Upon searching the defen- dant's bedroom, police lo- cated the victim, deceased, under a pile of clothing on the floor. Due to the de- plorable conditions of the defendant's home, the vic- tim's two brothers (ages 3 and 5) were taken into pro- tective custody. Blood sam- ples taken from the defen- dant that day revealed pos- itive results for marijuana and methamphetamine. Hair samples taken from the victim and her two brothers revealed the vic- tim and her older brother tested positive for am- phetamines/methamphet- amines and THC metabo- lite—the younger brother's results were negative for drug exposure. The coro- ner's report noted the vic- tim had poor oral hygiene and suffered from neglect, and determined the cause of death to be suffocation from being buried under the upper pile of clothing. Sentenced to 6 years state prison. People vs. Martin Vio- lante-Lopez, Possession of Cocaine for Sale Brief history: The Cali- fornia Highway Patrol con- ducted a traffic stop on Interstate 5 because the Defendant's vehicle was following too closely be- hind another vehicle. A K9 alerted on the vehicle and the officer searched. During the search, officers located a quarter pound of cocaine in the center console. A false compartment was found that contained 10 pack- ages of methamphetamine totaling approximately 15 pounds. The defendant ad- mitted possession of the co- caine. Sentenced to 4 years lo- cal prison. People vs. Justin Rich- ard Tucker, Felony Evading a Peace Officer Brief history: The Defen- dant was observed driving a vehicle belonging to his passenger; the passenger was known to law enforce- ment and had warrants for her arrest. RBPD conducted a traffic stop based upon the passenger's warrants. The Defendant initially pulled to the side of the road, then took off at a high rate of speed. Officers pursued the vehicle in a chase that lasted in excess of 16 miles. During the pursuit, the Defendant ran stop signs, forced other vehicles from the roadway, and drove in excess of 120 miles per hour on Highway 99E. The pur- suit ended when the Defen- dant crashed his vehicle. Sentenced to 16 months state prison. Recent County Jail Commitments: People vs. Ross William Langenderfer, Corporal In- jury to Cohabitant After Prior Conviction. Brief history: During an argument with his girl- friend in March 2016, the defendant punched the vic- tim in the left eye with a closed fist. When police ar- rived on scene, they heard a heated argument occur- ring inside the defendant's room, and observed the vic- tim had visible swelling to her left eye. At the time of the incident, the defendant was already on probation for giving the same victim a black eye in April 2015 and was ordered to have no con- tact with the victim. Sentenced to 5 years for- mal probation, 210 days jail, and suspended prison term of 4 years. People vs. Jose Garcia, False Imprisonment with Violence. Brief history: On De- cember 11, 2015, the vic- tim returned home to find her ex-husband, the defen- dant, had entered her res- idence without permission and was lying on her bed. The defendant then re- trieved a baseball bat and told her she was "going to pay." The victim feared for her life and ran to a church to call police. When offi- cers responded to the vic- tim's home, they discovered a baseball bat outside and muddy shoeprints on the victim's bed. Sentenced to 3 years for- mal probation, credit for time served, and 40 hours community service. People vs. Lawrence Amaya, Evading Officer with Willful Disregard; Evading Officer with Will- ful Disregard. Brief history: On Novem- ber 21, 2015, the defendant was pulled overfor observed traffic violations. When the deputy approached the de- fendant's truck, he refused to roll down the window, stated he did not have a driver's license because he didn't need one, and put the vehicle in reverse. A pursuit ensued but the defendant was able to elude deputies after running a stop sign and taking off at speeds reaching 70 miles per hour. On November 27, 2016, the same deputies observed de- fendant's truck parked at FoodMaxx and became in- volved in a struggle with the defendant as he exited the store. A search of de- fendant's truck revealed a loaded 9 mm handgun and 4 magazines. While out on bail in the prior case, the defendant approached a deputy outside the Rancho Tehama Store and told her he would be driving his un- registered motorcycle with- out a helmet or license, and she better not pull him over because he was a "sovereign individual" and she had no jurisdiction over him. The defendant then proceeded to follow the deputy by driv- ing behind her patrol vehi- cle. When the deputy at- tempted a traffic stop on the defendant, he fled at speeds reaching 80 miles per hour. The defendant was later contacted at the Rancho Tehama Store and a struggle ensued. The de- fendant continued resist- ing even after being Tased by attempting to grab an of- ficer's Taser and kicking an- other deputy. Sentenced to a total of 3 years formal probation, 265 days jail, and 80 hours com- munity service. People vs. Baris Bunch, Corporal Injury to Cohab- itant. Brief history: The defen- dant and the victim were living together and in a dating relationship for the last nine months. On the morning of March 14, they became involved in a ver- bal dispute, which contin- ued throughout the day. When the defendant re- turned home from work later that evening, he sat in his vehicle and consumed a pint of vodka before going inside. Upon entering the residence, he pulled every- thing off the bed in which the victim was sleeping, made threats to kill her and her family, and hit her twice in the back of the head and once on her arm. When of- ficers arrived, the defen- dant refused to answer the door or cooperate with their commands and had to be physically restrained. He later admitted to officers he was so mad he blacked out and only remembered slapping the victim's arm one time. Sentenced to 5 years for- mal probation, 120 days jail, 80 hours community ser- vice, and suspended prison term of 5 years. People vs. Lamont Joseph Maldonado, Failure to Pro- vide for Minor Children. Brief history: The defen- dant was court-ordered to pay child support for his two minor children. As of April 2014, the defendant owed over $24,000 in un- paid child support. Al- though defendant was em- ployed at a casino, the em- ployer would not honor wage garnishments without the defendant's express au- thorization. The defendant repeatedly refused to com- ply with court orders to au- thorize the garnishments. Sentenced to 5 years for- mal probation, 120 days jail, and 80 hours community service. People vs. Stacy Spangler, Cruelty to Animals Brief history: Defendant allowed her donkey's hooves to grow excessively, to the point that it could not walk on its own. She pled guilty to that, as well as four mis- demeanor counts of failing to care for her dogs. Sentenced to 90 days county jail with probation. People vs. Randall Potter Woods, Possession of Meth- amphetamine for Sale Brief history: CHP ob- served the Defendant driv- ing erratically on Jellys Ferry Road and made con- tact with him. The Defen- dant displayed objective indications of recent drug use. There was a large bulge in Defendant's shirt pocket. When he was ordered out of the vehicle, Defendant attempted to run away and was quickly appre- hended. The bulge in his shirt pocket was an ounce of methamphetamine. De- fendant has multiple prior convictions for narcotics of- fenses. Sentenced to 5 years of formal probation, 9 years in local prison suspended, 180 days in Tehama County Jail, and 80 hours of com- munity service. People vs. Steven Russell Capps, Possession of a Dirk or Dagger Brief history: The De- fendant was contacted by law enforcement sitting in the middle of the road at night. When contacted by RBPD he was initially co- operative, but then began to struggle. He had a fixed blade knife concealed under his coat and was in posses- sion of a small amount of methamphetamine. Sentenced to 3 years of formal probation, 180 days in Tehama County Jail, and 80 hours of community ser- vice. People vs. Monique Rene Shipman, Animal Cruelty Brief history: The Defen- dant threw a puppy, approx- imately six to eight weeks old, directly into the path of an oncoming car. The driver was able to stop in time. The Defendant was not cooperative with law enforcement, and spit on the officer. Sentenced to 3 years of formal probation, 90 days in Tehama County Jail, 80 hours of community service and ordered not to possess animals during the period of probation. People vs. Randall Stark, Obtaining Money by False Pretenses Brief history: Defendant was employed by St. Eliz- abeth's Home Health as a physical therapist. Part of his employment required that Defendant be a li- censed physical therapist. He had failed to maintain his license due to a failure to keep his educational re- quirements current. His li- cense was thus revoked. De- fendant failed to inform St. Elizabeth's and continued working as a physical ther- apist. Sentenced to 3 years of formal probation, 90 days in Tehama County Jail, and 80 hours of community ser- vice. Upcoming Court Dates -Trials, Preliminary Hearings (PX) & Pre Trial Conferences (PTC): People vs. Quentin Ray Bealer, Murder. Brief history: The De- fendant was arrested and charged with the Murder of a 14 year old victim who had been reported missing when she never returned home from School. Officers located the victim's body two days later. TBJ: Continued until af- ter April 25 in Sacramento Superior Court People vs. Travis John Kilburger, Defendant plead guilty to Domestic Violence with a Special Allegation Pursuant to Great Bodily Injury During Domes- tic Violence and Terrorist Threats with a Special Al- legation pursuant to Use of a Firearm and a violation of False Imprisonment. Sentencing: Continued to May 24 at 1:30 p.m. in De- partment 2 People vs. Poly Duenas Sanchez, Lucio Nenecia Madera, Gabino Madera, Murder with Special Alle- gation-Personal and Inten- tional Discharge of a Fire- arm, GBI, Conspiracy to Commit a Crime with Spe- cial Allegation-Personal and Intentional Discharge of a Firearm, GBI. Brief history: The Vic- tim had met up with the three Defendants regarding money that was allegedly owed to the victim. During this confrontation the vic- tim was chased down and shot twice with a shotgun. The victim died as a result of his injuries. TBJ: June 8, at 1:30 p.m. (Department to be deter- mined) People vs. Alan Duane Doulphus Jr., Chase Alan Doulphus: Murder, special allegation felony murder, personal and intentional, use of a firearm, assault with a firearm, false impris- onment by violence, trans- portation of marijuana. Brief history: The defend- ants went to a residence that contained a marijuana grow. The defendants con- fronted the victim and two other men who were at the residence and ordered them to the ground at gunpoint. The defendants proceeded to tie up the victim and the two men with zip ties and duct tape. The victim was able to free himself and at- tempt to flee the residence but was shot several times by the armed defendants. The victim eventually suc- cumbed to his injuries. De- fendant's vehicle was lo- cated a short time later and a vehicle pursuit followed. Defendant's were eventu- ally apprehended and taken into custody. Inside the ve- hicle officers located a large amount of marijuana. Sentencing: (both defen- dants) May 9, at 8 a.m. in Department 3 People vs. John Noonkester, Willful, De- liberate and Premeditated Murder with Special Alle- gation, Personal and Inten- tional Discharge of a Fire- arm, GBI; Attempt: Willful, Deliberate and Premedi- tated Murder with Special Allegation, Personal and Intentional Discharge of a Firearm, GBI. Brief history: The Defen- dant is charged with shoot- ing and killing his ex-wife and her father, and shoot- ing a bystander. PTC: May 16, 1:15 p.m. in Department 3 People vs. Roberta Draper (12 counts) Cruelty to an animal Brief history: The De- fendant is currently on probation in a prior multi- count cruelty to animal case. One of the terms of her probation was that she is not to possess ani- mals. A probation search was conducted at her res- idence and law enforce- ment located dogs, geese, guinea hens and turkeys. One of the dogs was de- ceased, while some of the other animals appeared to be malnourished, dehy- drated, and in poor health. The Defendant admitted that all the animals found belonged to her.
