The show will feature 70 stu- dents in a variety of numbers from 22 different musicals includ- ing "Wicked," "Hairspray," "Okla- homa" and "Phantom of the Op- era" to name just a few. Sam Story will play the Phan- tom, who serves as the master of ceremonies throughout the show, with Ashtin Lopeman, who also shows up in the Hairspray num- bers, serving as his Christine. The council asked for the pro- posal to be brought back for a continued public hearing after certain issues, including adding off-site parking and an interior storage area for the trash bin, were resolved. The new proposal showed a resolution to those is- sues by providing the council two lease options for off-site parking space making 30 parking spaces total, and a revised building de- sign that reveals a storage or trash room in the plans. Restpadd Psychiatric Health Facility Red Bluff will be a 16- bed psychiatric health facility that will serve both youth and adult patients, ages 13 and older, that meet the necessary medical criteria for admission into a PHF facility. As defined by the Califor- nia Department of Health Care Services, PHF's provide 24-hour, non-medical care and psychoso- cial rehabilitation to mentally ill patients or persons needing psy- chosocial evaluation, according to the proposal by applicant Robert Meissner. All Restpadd clients will be re- ferred to the facility by the Te- hama County Health Department after being medically cleared in a hospital or medical facility. No walk-in clients or members of the general public will be allowed to enter the facility and visitors are not allowed at the site. When the client is released from the facility they will be dis- charged back to the referring county agency and will not be dis- charged directly from the facility. The Shasta Cascade Haz- ardous Materials Response Team, a six-county regional hazmat team, is made up of first responders from Tehama, Shasta, Siskiyou, Trinity, Las- sen and Modoc counties that meet monthly with some train- ings being class work and oth- ers in the field, said team mem- ber Rob Ditt, a Redding battal- ion chief. The team, which has Hazmat Technicians and Hazmat Specialists, is primar- ily made up of larger agencies such as Redding Fire, Cal Fire and the California Highway Patrol, but includes the Sis- kiyou County Environmental Health Department and mem- bers of other smaller depart- ments, Ditt said. Members un- dergo a 160-hour initial train- ing to be able to participate and must maintain on-going training of about 100 hours a year with an 80 percent atten- dance rate for trainings. At the training Wednesday, responders suited up in Level A suits, which are the high- est level and are fully encap- sulated and have their own breathing system and com- munication system, Ditt said. "What they've been told is there is a chlorine emergency," Ditt said. "In small amounts in water, it's healthy, but a large amount is very deadly." Burns and inhalation are the biggest threat when it comes to responding to large amounts of chlorine, but there is also the suit. "The suits can fog up and it can get humid," Ditt said. The suspect from the Rabo- bank incident has been identi- fied as Sara Beth Natho, 29, of Red Bluff. "We are currently investigating her connection," Chief Kyle Sand- ers said. "We do believe she is in fact the individual who robbed Banner Bank on March 25 and will be forwarding our findings to the District Attorney's Office requesting prosecution for that robbery."
