An aid offi- cial described ''total disaster and chaos.'' Communications were widely disrupted, making it impossible to get a clear pic- ture of damage as powerful aftershocks shook a desperate- ly poor country where many buildings are flimsy. Electricity was out in some places. Karel Zelenka, a Catholic Relief Services representative in the capital of Port-au-Prince, told U.S. colleagues before phone service failed that ''there must be thousands of people dead,'' according to a spokes- woman for the aid group, Sara Fajardo. ''He reported that it was just total disaster and chaos, that there were clouds of dust sur- rounding Port-au-Prince,'' Fajardo said from the group's offices in Maryland. House, Senate may jettison tax from health bill WASHINGTON (AP) — Democratic officials say House and Senate negotiators working with the White House on a health care bill appear likely to drop a proposed income tax increase on high-wage earners. They also may jettison a requirement for large corpora- tions to offer coverage to their employees. These officials also said that key lawmakers and the White House were hoping to include more money to protect state governments from the cost of an expansion of Medicaid. The officials spoke on con- dition of anonymity because the talks were private. The developments came as the pace of negotiations on health care legislation quick- ened. House Speaker Nancy Pelosi and Senate Majority Leader Harry Reid were scheduled to meet with Obama at the White House Wednes- day. White House changes rule for counting jobs WASHINGTON (AP) — The White House has aban- doned its controversial method of counting jobs under President Barack Obama's economic stimulus, making it impossible to track the number of jobs saved or created with the $787 billion in recovery money. Despite mounting a vigor- ous defense of its earlier count of more than 640,000 jobs credited to the stimulus, even after numerous errors were identified, the Obama adminis- tration now is making it easier to give the stimulus credit for hiring. It's no longer about counting a job as saved or cre- ated; now it's a matter of count- ing jobs funded by the stimu- lus. That means that any stimu- lus money used to cover pay- roll will be included in the jobs credited to the program, including pay raises for exist- ing employees and pay for people who never were in jeopardy of losing their posi- tions. The new rules, quietly pub- lished last month in a memo- randum to federal agencies, mark the White House's latest response to criticism about the way it counts jobs credited to the stimulus. When The Asso- ciated Press first reported flaws in the job counts in October, the White House said errors were being corrected and future counts would pro- vide a full and correct accounting of just how many stimulus jobs were saved or created. Numbers published last month identified more than 640,000 jobs linked to stimulus projects around the country. The White House said the pub- lic could have confidence in those new numbers, which offi- cials argued proved the admin- istration was on track to keep Obama's promise that the stim- ulus would save or create 3.5 million jobs by the end of this year. Tehran blames US after bomb kills physicist TEHRAN, Iran (AP) — A senior physics professor who publicly backed Iran's opposi- tion leader was killed when a bomb-rigged motorcycle exploded as he left for work Tuesday. The government blamed the U.S. and Israel for the attack. The blast apparently was set off by a remote trigger, but it was unclear why the professor was targeted. The victim was a 50-year-old researcher with no prominent political voice, no published work with military relevance and no declared links to Iran's nuclear program. Hard-line backers of the Islamic system have urged stronger measures to try to crush and intimidate anti-gov- ernment forces. But the Tehran University professor, Masoud Ali Mohammadi, was far from a front-row political player. Iraqi claims spark sectarian bickering BAGHDAD (AP) — Iraqi forces seized a large cache of explosives and arrested suspect- ed insurgents allegedly planning to target government ministries Tuesday, in a crackdown across the capital that brought parts of the city to a standstill. The security measures demonstrated the ever-present fear that insurgents will carry out more bombings, like the ones against government build- ings in past months that killed hundreds, ahead of the March elections. The government's announce- ment that it had arrested 25 sus- pects and seized 880 pounds (400 kilograms) of military grade explosives also set off bit- ter accusations from some Sunni politicians that the government had exaggerated the incident to burnish its security credentials. The charges laid bare once more the stark lack of trust in Iraq between the Shiite-domi- nated government and the Sunni Muslims who oppose the gov- ernment. Wednesday, January 13, 2010 – Daily News – 3B WORLD BRIEFING Weaker Alcoa results, China news drag stocks lower NEW YORK (AP) - Investors are suffering another bout of pes- simism about the strength of the global economic recovery and the health of U.S. banks. Stocks fell sharply Tuesday, sending the Standard & Poor's 500 index down nearly 1 percent. Demand for the safety of Treasurys sent bond prices higher and interest rates lower, tightening the market barometer known as the yield curve. A disappointing profit report from Alcoa Inc. and moves by China to curtail growth raised questions about whether a 10-month surge in stocks can be sustained. At the same time, financial stocks slid on concerns the government would impose taxes on bailed out banks. Alcoa slid 11 percent after its earnings and revenue fell short of expectations. The aluminum producer is usually the first big U.S. company to report quarterly results, and investors look to its numbers for an early read on overall corporate earnings. Alcoa's report, which blamed weakness in aerospace, construction and gas turbines for the miss, weighed on energy and industrial stocks. The slide comes after Chevron Corp. warned late Monday that it expects thin profit margins will hurt its earnings. Concerns about the prospects for Alcoa and other companies that produce raw materials rose after China again tightened its monetary policy and raised the amount of money that banks must hold in reserve. The moves are aimed at keeping growth in the country from charging ahead too fast, but could also slow the pace of recovery in other countries and hurt companies that sell resources to the world's most populous nation. The selling extended beyond industrials. Traders sold bank shares on worries that Washington will impose a levy to recoup public money lent to financial companies in 2008 and 2009. Jack Ablin, chief investment officer at Harris Private Bank in Chicago, said banks are getting mixed signals from Washington. Some were told to accept bailout money, then boost lending and now perhaps pay the government as they try to stabilize. "If I were running a bank I'd feel like a pretzel being pulled in four different directions," he said, adding that hefty requirements from the government could endanger the banks' recovery. The Dow Jones industrial average fell 36.73, or 0.3 percent, to 10,627.26. The S&P 500 index fell 10.76, or 0.9 percent, to 1,136.22, after advancing for the first six days of the year for the first time since 1987. The Nasdaq composite index fell 30.10, or 1.3 percent, to 2,282.31. Bond prices rose as questions about the economy increased demand for the safety of government debt. That pushed the yield on the 10-year Treasury note down to 3.72 percent from 3.82 percent late Monday. The yield curve, which is the difference between long-term and short-term yields, narrowed. The Dow and S&P 500 rose Monday as industrial stocks got a boost from a report that Chinese exports jumped 18 percent in December. That report and other signs of strengthening in China pushed the country to tighten its monetary policy. The dollar and gold both slipped. Oil fell $1.73 to settle at $80.79 per barrel on the New York Mer- cantile Exchange. The Russell 2000 index of smaller companies fell 8.49, or 1.3 per- cent, to 635.50. About two stocks fell for every one that rose on the New York Stock Exchange, where consolidated volume came to 4.76 billion shares compared with 4.3 billion Monday.
