The treatment area will be from water's edge out into the riparian vegetation a maximum of 200 feet from ap- proximately Pettijohn crossing to the confluence with main- stream Cottonwood Creek. Treatment will only occur on those lands where landowners have given permission. Due to the persistence of these spe- cies, there remains a small win- dow of opportunity to control in- cipient occurrences before they become unmanageable. Use of aquatic approved herbicides glyphosate and triclopyr are be- ing proposed due to their effica- cy in controlling the target spe- cies, low toxicity to non-target organisms, and chemical prop- erties that limits potential im- pacts to the environment. In ad- dition, a surfactant that is com- monly used in aquatic/riparian environments will be added to the herbicide mixtures to in- crease their effectiveness. Weed-wrenching is also being proposed as a treatment option for smaller plants. These strat- egies are being considered in or- der to curtail the environmental degradation caused by arundo, saltcedar, tree-of-heaven, black locust, pampas grass, and scotch broom. Herbicide application will be done by a licensed applicator. Techniques will include foliar hand spraying, cut and paint stump, and slash cut and paint at least 80% of the cambium cir- cumference. Timing of herbicide application is an important fac- tor in its effectiveness. Applica- tion in the late summer/early fall when plants, especially Arundo, are pushing reserve en- ergy into their roots is most ef- fective. The proposed treatment window will be late August through September for a period of 5 years. It is anticipated that the initial treatment will be ef- fective on the majority of plants, but research has shown that a five year follow-up plan is more effective in eradicating the nui- sance species. For the environmental analysis we are seeking public input to assist us in identifying issues re- garding the proposed project.
