ByAliciaA.Caldwell TheAssociatedPress WASHINGTON The gov- ernment has largely failed to stop more than 250 Americans who have trav- eled overseas since 2011 to join or tried to join ter- rorist groups, including the Islamic State group, a new congressional study concluded on Tuesday. It did not provide details on the several dozen who have sneaked back into the United States without be- ing arrested or monitored. "The findings are con- cerning; we are losing in this struggle to keep Amer- icans from the battlefield," House Homeland Security Committee Chairman Mi- chael McCaul said Tues- day after his committee re- leased the 65-page report. The report said the Obama administration lacked a strategy to prevent such travel abroad, identify allwhotrytoreturntocom- mit terror attacks, or cope with new recruitment prac- ticesandtechnologythatal- lowextremiststocommuni- cate securely. "Of the hundreds of Americans who have sought to travel to the con- flict zone in Syria and Iraq, authorities have only inter- dicted a fraction of them," the report said. "Several dozen have also managed to make it back into Amer- ica." It noted that several people were identified and arrested this year try- ing to return to the United States. In other cases, authori- ties are monitoring people who have returned form the region, said McCaul, R-Texas. Rep. John Katko, R-N.Y., who helped author the re- port, said radicalization of Americans over the In- ternet "poses probably the biggest problem" for U.S. law enforcement and oth- ers trying to detect and combat efforts by interna- tional terrorist organiza- tion to recruit U.S. citizens to join the fight overseas. The report said of par- ticular concern were west- ern Europeans who travel to Iraq or Syria and would be permitted to fly to the U.S. without applying for a visa. "American returnees are not the only threat to the United States," it said. Katko said the commit- tee will work to draft sev- eral pieces of legislation based on the report's 32 recommendations. The five-term California Republican moved aggres- sively to lock up support to move into Congress' top job, second in line to the pres- idency. He faced little seri- ous competition, though the same hardline conservatives whoforcedBoehneroutcom- mand enough votes to com- plicate McCarthy's ascent, even without fielding a can- didate of their own. "I know what's going on across the country, and I'm concerned about what we hear," McCarthy told re- porters. "We want to make sure that we're closer to the people, that they feel this is their government, they're in charge and we serve them. "Now, that's not easy, and it won't change overnight. But that's our mission." McCarthy spoke as the contest to replace him as majority leader turned vola- tile,withsomeconservatives announcing they wanted to draft Rep. Trey Gowdy, R- S.C., the chairman of the special panel investigating the 2012 Benghazi, Libya, attacks, and Hillary Clinton. Gowdy sought to tamp down the talk. "I've never run for any leadership job," he said in a brief interview, stressing that he doesn't want to give up his respon- sibility as Benghazi commit- tee chairman. House Majority Whip Steve Scalise of Louisi- ana and Budget Commit- tee Chairman Tom Price of Georgia already are compet- ing fiercely for the No. 2 job. Amid the jockeying, House Republicans pre- pared to meet behind closed doors Tuesday evening for an unusual members-only meeting. They planned to discuss how they move for- ward from Boehner's stun- ning announcement Friday that he will step down at the end of October, rather than face a tea party-driven floor vote to depose him. Manylawmakersplanned to air frustration at their in- abilitytosatisfyfed-upvoters who want aggressive action against President Barack Obama and the Democrats, and who blame GOP lead- ers when Senate Democrats andthepresidenthimselffoil GOP plans.
