Obama: Intel 'dots' not connected WASHINGTON (AP) — President Barack Obama asserted on Tues- day the government had enough information to foil the attempted bomb- ing on a Christmas Day airline flight but intelli- gence agencies ''failed to connect those dots.'' Obama called that unac- ceptable. ''I will not toler- ate it,'' he said. The accused attacker, 23-year-old Nigerian Umar Farouk Abdulmu- tallab, has claimed ties to al-Qaida. Witnesses said he ignited an explosive mixture but it failed to do serious damage to the Northwest jetliner or its passengers, and he was subdued by other passen- gers and airline crew members on the Detroit- bound Northwest Airlines flight. Obama, speaking after meeting with his Cabinet and national security team, declared, ''We have to do better, and we will do better. And we will do it quickly.'' But while he expressed clear displeasure with the U.S. failure to prevent the suspect from boarding a U.S.-bound flight, Obama did not announce any firings or job reas- signments. Obama also said he was suspending the trans- fer of Guantanamo detainees to Yemen. The Christmas attack has raised concerns about Yemen, because the Nigerian man has claimed to have been acting on instructions from al- Qaida operatives in that country. Yemen wants to lead fight on al-Qaida SAN'A, Yemen (AP) — Yemen insisted Tues- day it is capable of lead- ing the fight against al- Qaida, revealing friction with the United States in their growing alliance against the terror group. The Yemen govern- ment sent thousands of troops this week to remote provinces where al-Qaida has set up strongholds, and it has carried out a series of U.S.-backed strikes against militant hideouts in the past month. Yemeni officials have been angered by suggestions the state is too weakened to handle the fight. The closure of the U.S. Embassy in the capital this week became a case in point, rankling some officials who said it gave the appearance that Yemeni security forces could not protect the facilities. On Tuesday, as the embassy reopened, the Interior Ministry insisted the fight against al-Qaida was under control, saying Yemeni forces ''have imposed a security cordon around al-Qaida elements everywhere they are pre- sent and...are observing and pursuing them around the clock.'' More broadly, the intensified partnership with the U.S. presents dilemmas for Yemen. House Dems seek cheap premiums WASHINGTON (AP) — Congressional Democ- rats and President Barack Obama began work in earnest Tuesday on difficult issues still standing in the way of their national health care overhaul after months of tortuous debate. Topping the list: How to help Amer- icans pay for insurance pre- miums. Republicans weren't invited, and they com- plained that the Democrats intended to deliberate behind closed doors — though lawmakers often do so in the final stages of such complex legislation. Sepa- rately, the head of C-SPAN, the nonpartisan public affairs network, called for letting the sun shine in on the discussions — as Obama once had promised. House Democrats face the virtual certainty that they will not get the govern- ment-run insurance plan liberals had sought, a point Speaker Nancy Pelosi acknowledged. ''There are other ways to do that, and we look for- ward to having those dis- cussions,'' she told reporters. The president wants to sign sweeping legislation to extend insurance coverage by the time of his State of the Union speech, expected in early February. GOP head doubts party can retake the House WASHINGTON (AP) — GOP Chairman Michael Steele thinks Republicans have ''screwed up'' for the most part in the years since Ronald Reagan was presi- dent. And, he adds in an interview on the heels of his new book's release, Republicans won't win back the House in fall elec- tions and might not be ready to lead even if they do. That forecast of failure sparked a pushback Tues- day at the GOP's own National Republican Con- gressional Committee, whose aim is to elect Republicans, and delight at its counterpart, the Democ- ratic Congressional Cam- paign Committee. Asked Monday by talk- show host Sean Hannity if Republicans can regain the House in November, Steele said, ''Not this year.'' He added: ''I don't know yet, because I don't know all the candidates yet.
