Staff Reports RANCHOTEHAMA A 30-year-old woman was arrested early Monday morning after a stand- off with police during which she held her 9-year-old daughter hostage with a knife to the child's throat. Deputies responded around 3:15 a.m. Sun- day to a home on Stagecoach Road to a report of a hostage situation, according to a press re- lease issued by the Tehama County Sheriff's Office. They were told Samantha Anne Elliott was holding her daughter at knife point inside a bedroom at the home. Deputies attempted to negotiate with El- liott, who held a steak knife to the throat of the girl throughout the incident and was threaten- ing to "stab" or "kill" the child, the release said. After about two hours negotiations had not succeeded and Elliott was shot with a less than lethal weapon and the child was rescued, the release said. Elliott resisted deputies and officers assist- ing from California Highway Patrol and Red Bluff Police Department, the release said. She fought, kicked and bit officers before being taken into custody. The girl was examined by emergency med- ical staff at the scene and found to have lac- erations to her face, hand and leg that are be- lieved to have been caused by Elliott with the knife, the release said. The injuries were not serious and she was released at the scene to her father. Elliott was taken to the hospital to be cleared medically and then booked into Te- hama County Jail on felony charges of assault with a deadly weapon, felony threats, child abuse, false imprisonment and assault on a peace officer. No bail was set. One deputy received a slight laceration to his hand when he secured the knife away from Elliott during her arrest, the release said. An- other deputy was bitten by Elliott during her arrest. Neither deputy's injuries were serious. The incident happened between Flores and Tehama avenues at 12:53 a.m., California Highway Patrol Officer Dave Madrigal said. The freeway was closed down for two hours after a woman in a black BMW was reportedly driving the wrong way heading southbound in the northbound lanes and col- lided with a Ford Exhibition. Both drivers were found trapped in their vehicles and were pronounced dead on the scene, Madrigal said. The BMW was engulfed in flames upon arrival. The four passengers in the Ford, two chil- dren ages 7 and 10 and two adults ages 44 and 45, were injured and taken to area hos- pitals. The names of the victims were not released pending notification of family members. Several Tehama County law enforcement agen- cies collaborated in the in- vestigation that saw four men arrested. William Foster, 44, of Redding, Derek Hale, 19, and Zach- ary Thornton, 18, both of Anderson, and Garrett Le- nardo, 32, of Cottonwood were all booked into Te- hama county Jail on the charges of robbery and kidnapping. Bail was set at $100,000 for Hale, Thorn- ton and Lenardo. Foster faces an additional charge of attempted homicide with bail set at $600,000. By Julie Zeeb jzeeb@redbluffdailynews.com @DN_Zeeb on Twitter RED BLUFF A 22-year-old woman was taken by am- bulance to St. Elizabeth Community Hospital with major injuries following a boat crash reported at 7:31 p.m. Saturday on the Sac- ramento River in front of E's Locker Room, 1075 Lakeside Drive. A total of seven people were injured and a heli- copter had been arranged to meet the ambulance at the hospital to transport the woman to Enloe Med- ical Center in Chico with injuries to the head, ac- cording to the Tehama County Sheriff's press re- lease issued Monday. Two other people were taken to St. Elizabeth with minor to moderate injuries and four more had minor injuries, but said they would seek their own aid. David Pieper, 64, of Red Bluff was driving the boat when he lost control after crossing a large wake as he was approaching the Interstate 5 bridge north of Antelope Boulevard, according to the press re- lease. His 20-foot alumi- num jet boat stuck one of the bridge pilings, caus- ing the boat to come to an abrupt stop. Pieper suffered a bro- ken arm and hip, the re- lease said. The first arriving unit at scene reported at least one boat with significant damage and multiple pa- tients. Lakeside Drive was blocked by emergency ve- hicles for about 15 min- utes. Red Bluff Fire, Tehama County Fire Department, Cal Fire and the Tehama County Sheriff's Depart- ment responded to the incident. According to the press release, the accident is still under investigation.
