A jury trial for Bealer, who has been charged in connection with the 2013 death of 14-year- old Marysa Nichols, has been scheduled to begin July 6 in Sac- ramento County Superior Court. According to a motion for con- tinuance scheduled to be heard today in Tehama County Supe- rior Court, the District Attorney's Office earlier this month had dis- cussed the possibility of a delay with Bealer's defense counsel. The timing is perfect for doing so, as word was just re- ceived that Tehama County will get a total of $15.5 mil- lion for the expansion of its jail, which would displace the library from its Madison Street facility, he said. "We are moving forward on relocating the library," Good- win said. "The board has given me direction to come to terms with the purchase price. Within a week, we will file our notice of intent to purchase it for $500,000." The building is owned by Digital First Media, the par- ent company of the Daily News, which is entirely han- dling the sale. Its real estate advisor said Tuesday the corporation has agreed on major deal points, but there are a number of de- tails to work out in reaching a contract. The next step would be to enter a 15-day escrow on July 21, Goodwin said. According to a legal notice from the county, "The Board of Supervisors will meet to consider consummating its purchase of the property on Tuesday, July 21, 2015 at 10:00 a.m., or soon thereafter..." "Everything is coming to- gether in a timely fashion," Goodwin said. "We will be short on cash so we will be reaching out to the com- munity. The building is 17,000-square-foot, which is bigger than what we thought we would get if we had built it new." The Daily News staff is awaiting official confirmation of the sale, said Publisher Greg Stevens. "We look forward to the completion of a sale," Stevens said. Digital First announced in May 2014 that it was putting the building, built in 1979, up for sale. The Daily News plans to re- locate to a smaller office space in Red Bluff. By Julie Zeeb jzeeb@redbluffdailynews.com @DN_Zeeb on Twitter RED BLUFF The Tehama County Supervisors approved on a 4-1 vote Tuesday, with Supervisor Candy Carlson the lone no vote, a preliminary budget that includes expected increases in several ar- eas. "This becomes our working budget," Chief Administrator Bill Goodwin said. "It allows us to close the books for the year and to know what our fund balance carryover will likely be. As of now it looks fairly positive." The board will finalize the bud- get once the fiscal year has ended with the final budget expected in September after the state has passed its budget and the ac- tual carryover amount is known, Goodwin said. At that point, requests regard- ing adding or cutting personnel and vehicle replacement, tech- nology and improvements will be voted upon. "Continued fiscal improve- ment at the state level is antici- pated to result in significant one- time funding for Tehama County," Goodwin said. "This additional funding is timely as the Board of Supervisors has committed to an increased investment in pub- lic safety and jobs development in order to improve the quality of life for the citizens of Tehama County." The budget looks to have rev- enue increases of 3 percent, or about $240,000, in the secured property tax roll and 1.5 percent in sales tax, Goodwin said. One time funding in Fiscal Year 2015-2016 includes $1.78 million in pre-2004 mandate expenses, which will go to health services, public safety and the general fund. It also includes $2.4 million for AB 109 growth funds to expand alternative to incarceration pro- grams and $9.5 million in SB 1022 grant funds for the jail expansion. Overall, the county budget rec- ommends a total spending au- thority of $165 million, which is a 1.6 percent increase over the 20145-2015 fiscal year. The total revenue estimated is projected to be $164 million. General fund appropriations have been set for $27 million, which is a 6.6 percent increase over the 2014-2015 fiscal year, while expenses have been set at $37.7 million, a 7.2 percent in- crease.
