ByGeoffMulvihill The Associated Press PHILADELPHIA The Am- trak train that crashed in Philadelphia, killing at least seven people, was hurtling at 106 mph before it ran off the rails along a sharp curve where the speed limit is just 50 mph, federal in- vestigators said Wednesday. The engineer applied the emergency brakes moments before the crash but man- aged to slow the train to only 102 mph by the time the locomotive's black box stopped recording data, said Robert Sumwalt of the National Transportation Safety Board. The speed limit just before the bend is 80 mph, he said. The engineer, whose name was not released, re- fused to give a statement to law enforcement and left a police precinct with a lawyer. Sumwalt said fed- eral accident investigators hope to interview him but will give him a day or two to recover from the "trau- matic event." "Our mission is to find out not only what happened but why it happened, so that we can prevent it from happen- ing again," Sumwalt said. More than 200 people aboard the Washington- to-New York train were in- jured in the wreck, which took place in a decayed in- dustrial neighborhood not far from the Delaware River just before 9:30 p.m. Tues- day. Passengers crawled out the windows of the torn and toppled rail cars in the darkness and emerged, dazed and bloody, in the na- tion's deadliest train acci- dent in nearly seven years. "We are heartbroken by what has happened here," Mayor Michael Nutter said. Amtrak suspended all service until further notice along the Philadelphia-to- New York stretch of the na- tion's busiest rail corridor — snarling the morning com- mute and forcing thousands to find some other way to reach their destination — as investigators examined the wreckage and the tracks and gathered up other ev- idence. The dead included an AP employee and a midship- man at the U.S. Naval Acad- emy. Many of the injured suffered broken bones or burns. At least 10 remained hospitalized in critical con- dition. By Julie Pace The Associated Press WASHINGTON Gulf na- tion leaders joined Presi- dent Barack Obama at the White House Wednesday to warn of the risks of com- pleting a nuclear deal with Iran. Obama was seeking to convince his counter- parts of the potential ben- efits for the region. But when two days of talks wrap up on Thurs- day, it's unlikely much will have changed. The Gulf's skepticism of Iran is deep- seated and extends far be- yond its nuclear pursuits. Obama, meanwhile, has invested too much in the Iran negotiations to let Gulf concerns upend his legacy-building bid for a deal. "My guess is that the summit is going to leave everybody feeling a lit- tle bit unsatisfied," said Jon Alterman, the Middle East director at the Center for Strategic and Interna- tional Studies. The White House is ex- pected to offer the Gulf na- tions more military assis- tance, including increased joint exercises and coordi- nation on ballistic missile systems. But Gulf requests for a formal defense treaty al- ready have been denied by the U.S., in part because of the difficulty of getting such an agreement ap- proved by Congress. This notification is being sent because California is in a drought and your cooperation is needed to ensure reliable sup- plies of water for your comfort and necessary use. The Governor issued an Execu- tive Order on April 1, 2015, man- dating additional water use re- ductions. At this time the Board has not yet established the new mandatory rules. Once the Board acts, the Commission will follow suit and we will be notify- ing you of additional water use restrictions. In the meantime, the Governor's Executive Order mandated that the following re- strictions are in full force and ef- fect. The Board has determined that the following water use activi- ties by California customers are not allowed: 1 Watering outdoor landscapes in a way that causes water to "runoff" onto adjacent property, nonirrigated areas, private and public walkways, roadways, parking lots, or structures. 2. Washing a vehicle, with a hose without a shut-off nozzle or other device that will immedi- ately stop the flow of water when not in use. 3. Using drinking water to wash driveways and sidewalks. 4. Using drinking water in a fountain or other decorative wa- ter feature, except where the water is recirculated. On March 17, 2015, the Water Board re-adopted the above wa- ter use prohibitions and added the following ones; 1. Customers are not allowed to irrigate turf or ornamental land- scapes during and 48 hours fol- lowing measurable precipita- tion. 2. Restaurants and other food service establishments can only serve water to customers on request. 3. Operators of ho- tels and motels must provide guests with the option of choos- ing not to have towels and linens laundered daily and prominently display notice of this option. 4. Customers will be informed by their water utility when the utility is aware of leaks that are within the cus- tomer's control. In addition, pursuant to orders from the Water Board, we must establish irrigation restrictions for all of our customers. We do have a Drought Contingency Plan that limits your irrigation of outside landscapes or turf with potable water to two days per week. Violation of any of these prohib- ited or restricted water use ac- tivities may be punished by a fine of up to five hundred dollars ($500) for each day in which the violation occurs.
