Eight people were still missing in a rural East Texas town, raising the possibility that the number of dead could climb. Scores of others were hurt, some critically. The couple, in their late 20s or early 30s, died when a twister hit their mobile home late Sunday in the Arkansas town of Nash- ville. Michael and Melissa Mooneyhan were trying to protect their daughter when the parents' trailer flipped over and "ex- ploded," Howard County Coroner John Gray said. "It's a miracle that little girl survived," Gray said. The girl, who is about 18 months old, was taken to the hospital and later re- leased to relatives. Once the word spreads, he added, the deaths will be a blow to the community. "That's what it's like in a small town," Gray said. "You either know them or you know somebody who knows them." In neighboring Texas, a likely tornado pummeled the small town of Van, damaging about 30 per- cent of the community, ac- cording to Chuck Allen, fire marshal and emergency management coordinator for Van Zandt County. Authorities confirmed at least two deaths. Eight people were still unac- counted for in Van, popu- lation 2,600, about 70 miles southeast of Dallas. Rescuers went door to door checking on neigh- bors. Damage was wide- spread, with trees uprooted and numerous homes and buildings flattened or ripped apart. At least 42 people were injured, according to two East Texas hospitals. Four patients were in critical condition. AMis- sissippi man accused of fa- tally shooting two police of- ficers has mental problems and is addicted to drugs, appearing high in photos after he was arrested, his mother said Monday. Mary Smith told The As- sociated Press that her son smoked synthetic marijuana known as "spice" daily and had been hearing voices ever since he was attacked and hit in the head with a pipe several years ago. Smith's son, 29-year-old Marvin Banks, was charged with two counts of mur- der in the deaths of officers Benjamin Deen and Liquori Tate. The officers were slain Saturday night in what au- thorities have so far only de- scribed as a traffic stop gone awry. A preliminary investi- gation indicated Deen had pulled over a vehicle for speeding and then called for backup, which is when Tate arrived. Gunshots erupted in the road near the Hatties- burg Housing Authority of- fice. Banks' girlfriend, Joanie Calloway, was also charged with two counts of murder. His younger brother, 26-year-old Curtis Banks, is charged as an accessory to murder and Marvin's friend Cornelius Clark is charged with obstruction. It's not clear what warranted those charges. Warren Strain, a spokes- man for the Mississippi De- partment of Public Safety, said it was too early to say who shot the officers or how many shots were fired, and it wasn't clear what prompted the gunfire. More than 1,000 peo- ple filled a hall at the Hat- tiesburg convention center. Workers initially set up 800 chairs and many more were needed: Hundreds of people stood along the walls and spilled out into the lobby. With photos of the uni- formed men projected above the stage, Mississippi Gov. Phil Bryant — himself a former police officer — said the city was enduring a difficult, sad time. "We will persevere, we will prevail," he said. Smith told AP that she has no doubt that Marvin killed the officers. She said he looked high in photos af- ter his arrest. "You could tell some- thing was wrong with him," she said, speaking on the steps of the Forrest County Courthouse, where she had come to find out more in- formation about her sons' arrest. The department of Health and Human Services said insurers must cover at least one birth control op- tion under each of 18 meth- ods approved by the FDA — without copays. Also, insurers can't charge patients for anes- thesia services in connec- tion with colonoscopies to screen for cancer risk. P re sident Ba r a ck Obama's health care law re- quires most insurance plans to cover preventive care at no additional charge to pa- tients. That includes em- ployer plans serving about 3 in 4 workers. The types of services cov- ered generally dovetail with the recommendations of a government advisory panel. Also on the list are birth control pills and other con- traceptives. But independent experts and women's groups had recently found coverage gaps for some birth con- trol methods. Insurers said they were trying to comply with the law, but that fed- eral rules did not provide enough detail. "This has been a prob- lem for women," said Cindy Pearson, executive director of the National Women's Health Network. "It seems like some insurers were trying to control costs un- der cover of medical man- agement." Her organization advocates on reproductive health and other issues. Other services covered without copays or cost- sharing include: • Preventive screening, genetic counseling and BRCA genetic testing for women at increased risk for having a potentially harmful mutation in genes that suppress cancerous tumors. • Prenatal care and other services to promote healthy pregnancies. The require- ment applies to insurance plans that cover children as dependents. • Certain preventive ser- vices for transgender peo- ple. For example, a mammo- gram for a transgender man who has residual breast tis- sue or an intact cervix. ACA Loopholes on insurance preventive care closed By Denise Lavoie The Associated Press BOSTON Dzhokhar Tsar- naev's lawyers rested their case Monday in their bid to save him from execution af- ter death penalty opponent Sister Helen Prejean testi- fied that Tsarnaev expressed genuine sorrow for the vic- tims of the Boston Mara- thon bombing. "No one deserves to suf- fer like they did," Prejean quoted him as saying. The prosecution wrapped up its case as well Monday. The two sides will return on Wednesday to give clos- ing arguments, after which the federal jury will de- cide whether the 21-year- old Tsarnaev should be put to death or receive life in prison. Prejean, a Roman Cath- olic nun whose story was told in the 1995 movie "Dead Man Walking" star- ring Susan Sarandon and Sean Penn, met with Tsar- naev five times since March at the request of the defense. Prejean, who smiled at Tsarnaev several times dur- ing her testimony, said she could hear "pain" in his voice when he said he re- gretted what happened to the victims in the 2013 at- tack, which left three peo- ple dead and more than 260 wounded, including 17 who lost limbs. "I had every reason to think that he was taking it in and that he was genu- inely sorry for what he did," Prejean testified as the fi- nal witness for the defense in the penalty phase of the trial. Prosecutors had fought to keep Prejean off the witness stand, but the judge allowed her to testify. During cross-examina- tion by prosecutor Wil- liam Weinreb, Prejean ac- knowledged that she is con- sidered one of the leading death penalty opponents in the country and that she be- lieves no one deserves to be executed, no matter what the crime. Tsarnaev was convicted during the guilt-or-inno- cence phase of the trial of all 30 charges against him, including 17 that carry the possibility of the death pen- alty. The 12-member jury must be unanimous for him to get the death penalty. If even one juror votes against exe- cution, he will be sentenced to life in prison.
