The California Gover- nor's Prayer Team — one example of the many or- ganized prayer efforts in our state alone — deploys teams for regular prayer in 32 of California's58 coun- ties to date. (The gover- nor in the name refers not to an elected official but to the Governor Himself.) We have prayed for the past two years, and in con- cert with the coalition of 35 other prayer ministries called the Rain and Reign Coalition, for the past year. We have — of course — asked the Lord to end the drought, but our focus has been in the spirit of 2 Chronicles 7:13-14. In it the Lord promises to hear and forgive in times of drought when His people humble themselves, seek His face, and repent of sin. Our prayers have focused on the historic sin patterns common to California of idolatry, covenant break- ing, shedding of innocent blood, and sexual sin. In the past two months rain and snow has averaged 150% of normal. The pri- mary reservoir in my re- gion has made up half of its deficit. Dry streams and rivers are flowing with wa- ters bubbling from the ground in three counties following an earthquake. While the drought is far from over, this is a clear case of God's mercy in re- sponse to heartfelt prayer from a critical mass. We've seen a num- ber of horrific bills fail in the California Legisla- ture. One compelled pre- schoolers into Kindergar- tens with teachers unedu- cated in Early Childhood Education; another would force all into Kindergar- ten regardless of develop- mental readiness; another threatened tax exemption for youth orga- nizations not permitting ho- mosexual lead- ers. Recre- ational mari- juana given a broad chance for success in November's elec- tions did not muster enough signatures to qualify for the ballot. By the way, all these bills sailed through their committees, hailed as surefire by insiders, be- fore crashing and burning. Concerted prayer must be sustained for last- ing impact to occur. PrayNorthState has con- ducted more than a de- cade of whole-Bible read- ings in public forums. Sev- eral projects of targeted prayer have accounted for large drops in crime rates, hospital cancer ad- missions, and plummeting rates of suicide and youth deaths. We pioneered Christian radio and televi- sion in secular venues be- ginning in 2001. Our pro- gramming expanded from one to five outlets and has enjoyed wide popularity from the get-go; it is no longer unusual for new of- ferings to do well on sec- ular media. Secular peri- odicals that did not have them are now hosting Christian-themed features. Our blog has expanded from one thousand to four hundred thousand read- ers; the invitations to ex- pansion have all been un- solicited. Prayer concerted across denominational and con- gregational lines and sus- tained over seasons has literally modified the cul- tural atmosphere on the ground; our region is not the only one in the state or nation to bear such fruit. Our ministry is just one leader of prayer plow- ing and preparing ground so others can plant and gather the fruit. FAITHworks is a co- alition of some sev- enty churches-in-sup- port birthed from a half- day retreat where half a dozen pastors prayed, wor- shipped, and asked a vi- sion of God's plans to ad- dress regional unemploy- ment. The vision was grandiose — as authen- tic visions are. The pas- tors mobilized their con- gregations in prayer as others signed on. Eigh- teen months after a 1997 launch the coalition — in voluntary partnership with a softened county government — had re- duced unemployment by half while sharing the Gospel and life-skills training with all who con- sented. The coalition built and operates two transi- tional living projects for marginalized families. Another seventy-church coalition in our region fol- lowed concerted prayer with multiple community service and evangelistic concert events shortly af- ter 2001. Hundreds came to the Lord and hundreds wounded by the Church came home as a result. When Jesus says, "My fa- ther's house shall be called a house of prayer," in Mark 11:17, He is not making a statement of obligation only, but of opportunity. And the verse offers a pre- scription for authenticity to churches. This is not about desig- nated intercessors gather- ing for prayer. It is about houses of worship — led by their pastors and those specially gifted in prayer — gathering in spatial separation and spiritual unity to plead for God's people. God's Word in 2 Chronicles 7:14, "If my people, who are called by my Name, will humble themselves and pray and seek my face, and turn from their wicked ways, then I will hear from Heaven and will forgive their sin and heal their land." GOD TALK The pragmatic fruit of concerted prayer JamesWilson By Nicole Winfield The Associated Press VATICAN CITY Several members of Pope Francis' sex abuse advisory board are expressing concern and incredulity over his decision to appoint a Chilean bishop to a diocese despite allega- tions from victims that he covered up for Chile's most notorious pedophile. In interviews and emails with The Associated Press, the experts have questioned Francis' pledge to hold bish- ops accountable, listen to victims and keep children safe, given the record of Bishop Juan Barros in the case of the Rev. Fernando Karadima. Barros was installed last week as bishop of Osorno in southern Chile amid na- tionwide political opposi- tion, violent protests in the cathedral and a boycott by most of the diocese's priests and deacons. It was an al- most unheard-of vote of no- confidence for a bishop in an overwhelmingly Catho- lic country in a part of the world that the Argentine pope knows well. While the Holy See is loath to be bullied by public opinion, the concern about the appointment expressed by the commission mem- bers is hard to ignore given that they are not victim ad- vocacy groups. Rather, they are professionals appointed by Francis himself to advise the Vatican on best prac- tices to protect children and educate the church on how to respond to and prevent sexual abuse by priests. The five commission members spoke to the AP in their personal and profes- sional capacity and stressed that they knew about the case only from news reports and were not speaking on behalf of the 17-member commission, which Fran- cis formed in late 2013 and named Boston Cardinal Sean O'Malley to head. "I am very worried," said commission mem- ber Dr. Catherine Bonnet, a French child psychia- trist and author on child sex abuse. "Although the commission members cannot intervene with individual cases, I would like to meet with Cardi- nal O'Malley and other members of the commis- sion to discuss a way to pass over our concerns to Pope Francis." Another commission member, Marie Collins, her- self a survivor of abuse, said she couldn't understand how Francis could have ap- pointed Barros given the concerns about his behav- ior. "It goes completely against what he (Francis) has said in the past about those who protect abusers," Collins told AP. "The voice of the survivors is being ig- nored, the concerns of the people and many clergy in Chile are being ignored and the safety of children in this diocese is being left in the hands of a bishop about whom there are grave con- cerns for his commitment to child protection." Barros, the former chap- lain of Chile's armed forces, has faced unprecedented opposition ever since he was named in January to lead the Osorno diocese. The demonstrators say he is unfit to lead and point to his close association with Karadima, a charismatic and popular priest who was sanctioned by the Vatican in 2011 for sexually abus- ing minors. Three of Karadima's victims told the AP this month that Barros wit- nessed the abuse decades ago at the Sacred Heart of Jesus church in Santiago, the Chilean capital, and that he did nothing. They accused Barros of destroy- ing a letter detailing alle- gations against Karadima that was sent to the then- bishop in 1982. Barros, 58, was not Karadima's superior but was rather a protege of the now 84-year-old prelate, who has been confined to a cloister to live a life of "penance and prayer" for his crimes. Barros had long refused to comment publicly on the allegations, but on the eve of his installation insisted he didn't know about any abuse until he read about the allegations in 2010 news reports. The outrage over Barros appointment has been note- worthy in a country that is slowly coming to grips with the church sex abuse crisis that has afflicted the United States, Europe and Austra- lia in particular.
