ByAlanFram The Associated Press WASHINGTON Republi- cans muscled a balanced- budget plan through the Senate early Friday, po- sitioning Congress for months of battling Presi- dent Barack Obama over the GOP's goals of slicing spending and dismantling his health care law. Working into Friday's pre-dawn hours, senators approved the blueprint by a near party-line 52-46 vote, endorsing a measure that closely follows one the House passed Wednes- day. Both budgets embody a conservative vision of shrinking projected fed- eral deficits by more than $5 trillion over the coming decade, mostly by cutting health care and other ben- efit programs and without raising taxes. The Senate was begin- ning a spring recess after approving the measure, leaving Congress' two GOP-run chambers to ne- gotiate a compromise bud- get in mid-April. The leg- islation is a non-binding blueprint that does not re- quire Obama's signature but lays the groundwork for future bills that seem destined for veto fights with the president. "Republicans have shown that the Senate is under new management and delivering on the change and responsible government the American people expect," said Senate Majority Leader Mitch Mc- Connell, R-Ky. Democrats viewed the document differently, say- ing it relied on gimmickry. "The budget we passed today is irresponsible and fails to effectively invest in our future," said Sen. Bar- bara Mikulski, D-Md. The budget's solidly ide- ological tenor contrasted with a bipartisan bill the House overwhelmingly ap- proved Thursday perma- nently blocking perennial cuts in physicians' Medi- care fees. It too will wait until April for final con- gressional approval by the Senate, with McConnell saying his chamber will handle it "very quickly when we get back." Though doctors face a 21 percent cut in Medicare fees April 1, the govern- ment can delay process- ing those payments until Congress' return. CONGRESS Se na te O Ks R ep ub li ca n balanced-budget plan By Erica Werner The Associated Press WASHINGTON Senate Dem- ocratic Leader Harry Reid, the wily Nevadan who dom- inated the Senate for a de- cade from the minority to the majority and back again, announced Friday he will retire after five terms. Three-term New York Sen. Chuck Schumer faces a rela- tively clear path to replace him as the next Democratic leader. Reid endorsed the No. 3 Senate Democrat, and Dick DurbinofIllinois,thecurrent No.2,toldSchumerThursday night he had his support, ac- cording to a spokesman. Durbin plans to run again for the job of Demo- cratic whip. "I think it's very impor- tant to have continuity in our leadership," Reid told KNPR radio in Nevada about backing Schumer. Reid, 75, who shepherded key Obama administra- tion initiatives including the president's health care law, lost his role as majority leader — the Senate's top job — when November's elec- tions swept the Republicans into control. He suffered a personal setback on New Year's Day, falling while ex- ercising and suffering seri- ous bruises and a lasting in- jury to his right eye. Reid was the Republi- cans' top target in 2016 and widely considered vulnera- ble to losing the seat he'd held since 1987. Still, the stubborn gold miner's son had cheated po- litical death before, and few were writing him off. In a statement early Fri- day, Reid said the recovery period from his eye injury, which may leave him with permanent vision loss, gave him time to think about his political future. "We have to make sure that the Democrats take control of the Senate again," he said. "And I feel it is in- appropriate for me to soak up all those resources on me when I could be devot- ing those resources to the caucus, and that's what I in- tend to do." Reid, who rose from noth- ing in the tiny desert town of Searchlight, Nevada, had grown more unpopular at home due to positions he'd taken on national issues. He turned back a challenge in 2010 and was sure to face an aggressive, big-money attack by Republicans if he ran again. President Barack Obama issued a statement that said Reid "has become not only an ally, but a friend." In a surprise, Obama called in to the radio show, chatting with Reid about their years together push- ing legislation, fighting the Great Recession and over- hauling the nation's health care system. Said Obama, "We've had a great run." As Democratic leader, Reid thrived on behind- the-scenes wrangling. He guided the Senate through a crippling recession and the GOP takeover of the House in the 2010 elections, which sparked years of bitter par- tisan battles and congres- sional gridlock. He was known for fre- quent gaffes and impolitic remarks, once complaining that tourists to the Capitol smelled, and calling former President George W. Bush a "loser" and a "liar." Since returning to work after his fall, Reid has struggled to regain sight in his right eye, appearing in the Capitol in bandages and then with his eye shielded by tinted glasses. He told The Associated Press early this month that the injury was "a tremendous inconve- nience," but nothing more, and not enough to stop him from seeking re-election.
