ENGAGEMENT SACRAMENTO The Bu- reau of Reclamation re- ports that, due to contin- ued dry conditions, the initial 2015 water supply allocation released on Feb. 27 for Central Valley Proj- ect agricultural contrac- tors and municipal and industrial contractors re- mains unchanged. "When we announced the initial allocation, we committed to providing regular water supply up- dates, recognizing the se- vere impacts of this fourth year of drought on our wa- ter users," said Mid-Pacific Regional Director David Murillo. "We continue to work closely with our custom- ers, contractors and fed- eral and state partners to do everything possible to deliver the maximum amount of CVP water, in- cluding the 3.1 million acre-feet of CVP water al- ready announced for allo- cation to our senior water contractors and urban wa- ter users last month." The February alloca- tion was based on a con- servative runoff forecast driven by critically dry hydrologic conditions, low storage levels, water qual- ity requirements, flow ob- jectives, relative priority of water rights and endan- gered species protection measures. Currently, the California Department of Water Resources reports that the snow water con- tent statewide is only 12 percent of average for this time of year. This is the second con- secutive Shasta Critical Year for purposes of deter- mining maximum contract quantities for senior water rights holders and wildlife refuges in the Central Val- ley. Those contractors and refuges have been put on notice that their contract supplies will be reduced due to persistent dry conditions. Reclamation remains committed to working with these con- tractors to meet their de- mands through the sum- mer. Reclamation and DWR are operating the CVP and State Water Project consistent with the 2015 Drought Contingency Plan. The Plan outlines actions to help the CVP and SWP manage limited water sup- plies and outlines poten- tial adjustments to regu- latory requirements. As the water year pro- gresses, Reclamation will continue to monitor changes to hydrology and opportunities to exercise operational flexibility of the CVP that could influ- ence the allocation. CENTRAL VALLEY PROJECT Up da te d wa te r su ppl y in fo rm at io n By Kelly Osborne When a service member dies on active duty or a vet- eran dies of a service-con- nected medical condition, or a service-connected medical condition was a major factor in the death, the surviving spouse is el- igible for Dependency and Indemnity Compensation (DIC). The two major excep- tions to this rule are if the veteran is rated 100 per- cent disabled for at least 10 years or an ex-POW was rated 100 percent for one year, then the surviv- ing spouse is also eligi- ble for DIC regardless of the cause of the veteran's death. S er v ic e - c on nec t e d means the disability hap- pened while in the service or something that was made worse because of that military service. Sur- viving spouse means mar- ried to the service mem- ber or veteran at the time of death. If the surviving spouse remarries prior to age 57, DIC is stopped. The current DIC pay- ment rate is $1,233.23 per month. Medical care will continue for surviv- ing spouses of retired vet- erans. Other benefits, includ- ing education and a prop- erty tax break, may be available depending on each situation. For each dependent child, an additional $305.52 per month is avail- able. There is no time limit to apply for this benefit. My office can assist you in applying for this benefit.
