RED BLUFF A Tehama County homeowner apprehended a bur- glar Sunday night at a residence west of Red Bluff. Around 8 p.m. Tehama County Sheriff's deputies were dispatched to the area of Red Bank and Gall- atin roads for a residential bur- glary, according to a department press release. The homeowner said a man, later identified as 40-year-old Richard Lane Kaufman, was in the homeowner's house and was caught stealing belongings. The homeowners had returned home to find their property, in- cluding some firearms, outside the front door. Prior to deputies arriving, the homeowner was able to de- tain Kaufman outside the res- idence. Construction crews at the site across the street from the exist- ing Wal-Mart store on South Main Street have been mov- ing dirt in recent weeks, and a spokesperson for the retail giant said the Supercenter is projected to open in the spring of 2016. "We expect to hire an addi- tional 80 associates to staff the new store," said Delia Garcia, communications director for Wal-Mart, in an email. "Hiring for the new store is expected to start early next year." What will become of the cur- rent Wal-Mart building was unclear. The Wal-Mart Supercenter was first proposed in 2003, but the project had been sub- sequently stalled by litigation. In 2006, a group of residents called Citizens for a Healthy Community challenged the project's environmental impact report (EIR) in Tehama County Superior Court, citing deficien- cies including noise concerns, according to a Daily News ar- ticle published in 2011. After amendments were made to the EIR, a judgment in 2012 was issued in favor of the project, according to a Daily News article published at the time. Last September, City Man- ager Richard Crabtree said off- site work related to the Wal- Mart Supercenter had already begun. Wal-Mart also has planned various road improvements re- lated to the project, including asphalt overlays on Luther Road from Mill Street to its property line at the Supercenter's west en- try, on Mill Street from Luther Road to Reeds Avenue, on Reeds Avenue from Mill Street to its property line near Armstrong Court, and on South Main Street from Luther Road to the Inter- state-5 southbound on-ramp, ac- cording city documents. Striping is planned on Lu- ther Road from the Wal-Mart property line to South Jackson Street. The road improvements had been scheduled in the city's 2014-2015 fiscal year, which ends June 30, but the city's public works director couldn't be reached for comment on any updates Thursday. Firefighters responded about 2 p.m. to a report of a residen- tial structure fire at 22095 Pal- ermo Ave., just south of Red Bluff, and found a garage at- tached to the house "fully in- volved," said Randy Fregoso, battalion chief with the Cali- fornia Department of Forestry and Fire Protection. No one was inside the single- story house when firefighters ar- rived at the scene, and the cause of the blaze was under investi- gation, Fregoso said. The fire was contained to the garage and a small portion of the house's living room, he said. No other homes or struc- tures in the neighborhood were damaged. Power lines that were downed across the roadway near the roughly 1,800 square-foot home delayed firefighters in their at- tack, Fregoso said. "The biggest trouble and hur- dle we had on this one was the power lines," he said. "That kind of deterred our actions."
