AAA forecasts that about 89 million Americans will take a road trip during the holiday trav- eling period, which starts Tuesday and ends Jan. 4. That's a 4.2 per- cent increase from 2013. "Lower gas prices are fill- ing stockings with a little more cash to spend on travel this year as travelers are expected to pay the lowest prices since 2009," said Marshall Doney, AAA presi- dent and COO, in a news release. "Lower prices are increasing dis- posable income and enabling families to set aside money for travel this year." KNTV reports State Office of Emergency Services Spokes- woman Lilly Wyatt says Tehama, Sonoma, Marin and Lake coun- ties have proclaimed "local emer- gencies" following the storms last week. Only the governor can proclaim a state of emergency. The agency reports Monterey and San Mateo counties are also preparing to make the proclama- tion, and Butte County is consid- ering, also. The proclamations jumpstart the formal request for state and federal financial aid if the need arises. Sonoma County has re- quested $17 million, and Marin County has asked for $1 million. NORTHERN CALIFORNIA Local crisis in several counties a er rain By Rich Greene rgreene@redbluffdailynews.com @richgreenenws on Twitter RED BLUFF The Tehama County Board of Supervisors Tuesday ad- opted an ordinance to regulate the operation of mobile food ven- dors in unincorporated parts of the county. The ordinance mirrors one that has been in effect in the city of Red Bluff since 2009. Previously there was no county code covering the operation of the popular taco trucks. The ordinance requires mobile food vendors to obtain a use per- mit if they choose to operate in the same place for more than one hour in a 24-hour period. The Tehama County Planning Department held three public hearings on the issue since Au- gust. Planning Director Sean Moore previously said the county's hope was that the vendors would re- turn to the days when they were actually mobile. Mobile food vendors will need to obtain a use permit to remain stationary and can only operate in commercial and industrial zon- ing districts. As conditions to receive the permit the vendor would have to comply with local and state health standards. A restroom and hand wash- ing facility must also be located within 300 feet of the operation. Ide Adobe State Historic Park, where officials will host the 37th annual Pioneer Christ- mas Party. Park-goers will step back in time 1-4 p.m. and participate in traditional Christmas ac- tivities, including making rag dolls, hand-dipped candles and tin-punched Christmas tree or- naments, officials said in a re- lease. "Writing a Christmas mes- sage with a metal-nibbled pen is another popular activity," said Judy Fessenden, president of the Ide Adobe Interpretive Association, which is hosting the event along with Califor- nia State Parks. Admission is $5 for adults, $2 for children ages 4-18 and children younger than 4 get in free. "Many of the Christmas tra- ditions that we celebrate today were just getting established during the 1850s," Fessenden said. "We're inviting the pub- lic to join us in participating in some of the Christmas crafts practiced by the pioneers of the 1850s."
