Wednesday, August 31, 2011 – Daily News 5B Lassen proposes reservations for corrals Lassen Volcanic National Park offers 106,372 acres of high meadows and valleys and 150 miles of trails. Over 100 miles of these trails are open to horseback riders. Lassen Volcanic National Park offers three group camping stock corrals for overnight stock and pack animal recreationists at Juniper, Butte and Summit Lakes. Lassen proposes to establish one flat rate fee for park visitors using park corrals and establish one central reservation system at Recreation.gov. Lassen has new and improved cor- rals and provides a secure and safe area for visitors stock which has replaced the old wooden posts and ropes system used in years past. Cur- rently the park manages the horse cor- rals through an in-house reservation process, charging a corral visitor use fee of $16 per night at Butte and Sum- mit Lake and $10 at Juniper Lake. A per horse fee of $4 for up to eight horses is also charged for each reser- vation made. This has caused some unnecessary burden on the visitor when plans changed and the number of horses varied from the original reservation. This Fee Change proposal enables the visitor to be charged a flat rate use fee and provide a central location at recreation.gov to make a reservation. In some cases fees would be decreased and in some cases be increased dependent upon the number of horses brought into the park. Averages show that stock corral users bring four horses per night for a total cost of $32 for Butte and Summit and $26 for Juniper. (Juniper does not provide water.) of their fees. These funds pay for needed repairs and projects to improve visitor services and facilities such as improving hiking trails and campgrounds, replacing water and sewer systems, providing new exhibits and interpretive signs, provid- ing accessibility to visitors with dis- abilities, and replacing deteriorated stock corrals. The proposal is to charge a flat rate of $35 for Butte and Summit Lake and $28 for Juniper Lake which includes the contractor cost of $9.98 for a call center reserva- tion and $6.35 for an internet reserva- tion. Stock Corral Fees: Camp Use Fee $16 Butte/Summit Lakes, $10 Juniper Lake; Per Horse Fee $4; Average Number of Horses Per Reservation 4 Total- $32 Butte/Summit Lakes, $26 Juniper Lake Proposed Stock Corral Fees: Cor- ral Flat Rate Fees; $32 Butte/Summit Lakes, $25 Juniper Lake; Fee to Cover Recreation.gov Costs $2 and $3; Total $35 Butte/Summit Lakes, $28 Juniper Lake The Federal Lands Recreation Enhancement Act (2004), allows parks to collect and retain up to 80% The park is interested in what visi- tor opinion is of this change. "We invite the public to give us their thoughts and comments on the addi- tion of the stock corrals to Recre- ation.gov and the change to a flat rate for fees charged for use of the facili- ty," stated Superintendent Koontz. Comments can be submitted to the park online at http://parkplanning.nps.gov/lavo or mailed to the park at the following address: Superintendent Darlene Koontz ATTN: Stock Corrals Comments Lassen Volcanic National Park P.O. Fall arboretum tours in Chico Bidwell Mansion State Historic Park and California State University, Chico are jointly offering four Friday tours of their remarkable collection of native and exotic trees and shrubs this fall on Oct. 21, Nov. 4, Nov. 18 and Dec. 2. Participants will meet at the gazebo in front of Bidwell Mansion for the 10-11:30 a.m. tour. Parking is available. In observance of the 125th anniversary of the University, the fall tours will feature trees planted in the early years. Dating to that period are a few California incense cedar that remain from a double row that bordered Mansion Avenue from Bidwell Mansion to the railroad tracks. In front of and behind the mansion are huge southern magnolia, Turkish oak, tulip, monkey puzzle, California fan palm and Italian cypress trees. Bordering Sowilleno, which runs in front of Holt and Butte halls, are several American chestnuts and European lindens. Across Chico Creek from these are remnants of many oaks planted by the Bidwells. Several London planes and incense cedars remain between Trinity and Kendall Halls. New tree plantings include red horsechest- nut, black tupelo (sour gum) and cutleaf zelko- va. Several unusual old shrubs in front of the mansion include a white-flowered magnolia from China and a strawberry bush from south- ern France. Tour leaders will discuss current horticultur- al and pruning practices and make suggestions as to selection of plants for Chico yards. They will also demonstrate how to plant young trees, including selection of varieties, choosing a site and soil preparation. Participants are encour- aged to bring in leaves from plants they wish to have identified or talk about problems with insects or diseases their plants are experiencing. A map and guide to the mansion and the University trees and shrubs, "Campus Trees," is available at the Mansion Historic Park Informa- tion Center along with a guide, "Campus Creekside Nature Walk." The publications are also available at the campus bookstore and the Department of Biological Sciences office in Holt Hall. Call the Bidwell Mansion State Park at 530- 895-6144 or Facilities Management at 530- 898-6222. Wes Dempsey, professor emeritus of biology, Durbin Sayers, manager of grounds at CSU, Chico and Gerry Ingco, formerly with the United States Forest Service and the California State Park System, will be leading the tours.
