(AP) — The full mea- sure of Hurricane Irene's fury came into focus Monday as the death toll climbed to 37, New England towns battled epic floods and millions faced the dispiriting prospect of several days without electricity. From North Carolina to Maine, communities cleaned up and took stock of the uneven and hard-to-predict costs of a storm that spared the nation's biggest city a nightmare scenario, only to deliver a his- toric wallop to towns well inland. In New York City, where people had braced for a disaster- movie scene of water swirling around sky- scrapers, the subways and buses were up and running again in time for the Monday morn- ing commute. And to the surprise of many New Yorkers, things went pretty smoothly. But in New England, landlocked Vermont contended with what its governor called the worst flooding in a cen- tury. Streams also raged out of control in upstate New York. In many cases, the moment of maximum danger arrived well after the storm had passed, as rainwater made its way into rivers and streams and turned them into torrents. Irene dumped up to 11 inches of rain on Vermont and more than 13 in parts of New York. NYC's subway service restarted NEW YORK (AP) — After Tropical Storm Irene forced an unprecedented closure of the nation's largest mass transit system, New York City subways resumed service Mon- day with a major test as millions of commuters ventured to work for the first time since the storm hit. Limited service resumed at 5:40 a.m., and Metropolitan Trans- portation Authority spokesman Charles Seaton said subways were running smoothly, if a little more slowly than usual. He said commuters could expect a bit more crowding but otherwise service was normal. Metro-North Rail- road, which serves the city's northern suburbs, was reopening on a lim- ited basis Monday after- noon. New Jersey Tran- sit trains were also sus- pended, but the sys- tem's light rail and buses were operating. Riders who expected a difficult commute said they were relieved. ''The subway is run- ning very well. I can't believe it, they did a great job,'' said Dominic Cecala, who took an E train from the city's west side to lower Manhattan. ''If they hadn't stopped the trains on Saturday, it would have been a mess.'' Gadhafi's wife and 3 children flee to Algeria TRIPOLI, Libya (AP) — Moammar Gad- hafi's wife and three of his children fled Libya to neighboring Algeria on Monday, firm evi- dence that the longtime leader has lost his grip on the country. Gadhafi's where- abouts were still unknown and rebels are worried that if he remains in Libya, it will stoke more violence. In Washington, the Obama administration said it has no indication Gad- hafi has left the country. The brief order by U.S. District Judge Sharon L. Blackburn means the law — which opponents and support- ers alike have called the toughest in the nation — won't take effect as scheduled on Thursday. The ruling was cheered both by Republican leaders who were pleased the judge didn't gut the law and by opponents who compare it to old Jim Crow-era statutes against racial integration. Blackburn didn't ★ ★ ★ address whether the law is constitutional, and she could still let all or parts of the law take effect later. Instead, she said she needed more time to consider lawsuits filed by the Justice Depart- ment, private groups and individuals that claim the state is over- stepping its bounds. The judge said she will issue a longer rul- ing by Sept. 28, and her temporary order will remain in effect until the day after. She heard arguments from the Jus- tice Department and others during a daylong hearing last week. Similar laws have been passed in Arizona, Utah, Indiana and Geor- gia.
