Under the proposed BID, the hotels would charge their guests a surcharge. The capital raised would be under the control of an advisory board made up of hotel operators. The meeting was led by Cali- fornia Tourism Consulting's Bob Warren, who has been hired as a consultant by the Tehama Eco- nomic Development Corporation to oversee the potential creation of the BID. Warren said TEDC believed it would cost around $400,000 to implement the marketing plan it had conceived after the branding concepts designed by consultant Roger Brooks. One of the major aspects of Warren's push for the BID is that it would circumvent the city of Red Bluff's control and its de- creasing contributions of the Transient Occupancy Tax to the Red Bluff-Tehama County Cham- ber of Commerce and other mar- keting efforts. There are more than 90 BIDs in place across California, includ- ing two in Redding, one of which is for tourism. "We know that we can't finan- cially compete with these sorts of districts, but we do know that with some marketing funds we can do a far better job of coop- eratively marketing than is cur- rently being accomplished with almost no funds," TEDC's Kathy Sarmiento wrote in a letter to lo- cal hoteliers. Warren said the idea has also been proposed to Corning's ho- tels and the Paskenta Band of Nomlaki Indians, which operates Rolling Hills Casino and its sister properties.
