ByAndreByik abyik@redbluffdailynews.com @andrebyik on Twitter RED BLUFF Astructurefire behind a home near the Te- hama County Department of Education on Wednesday was contained to a shed and an outbuilding, said Red Bluff Fire Chief Ray Barber. Firefighters responded about 2:30 p.m. to the struc- ture fire in the 1000 block of Johnson Street, near Ce- dar Street. Barber, who was sworn in at Tuesday's City Coun- cil meeting and has been on the job for about a week, said the fire started behind a residence between a shed and a smaller outbuilding, spreading to the structures and a nearby fence. No homes were dam- aged, and no injuries were reported. The cause of the fire is under investigation, he said, adding that it is yet to be determined whether it was human caused. Barber said the struc- tures were not a total loss, and estimated the fire caused about $15,000 in damages. The buildings contained miscellaneous stored items. Red Bluff firefighters, as well as personnel from the California Department of Forestry and Fire Protec- tion, contained the blaze shortly after it started. A stretch of Johnson Street was closed during the response. Nothing further was im- mediately available. RED BLUFF STRUCTUREFIRECAUSES $15K WORTH OF DAMAGES Firefighters contained the spread of Wednesday's fire to a shed and an outbuilding in the 1000block of Johnson Street. No injuries were reported. VINA A 41-year-old man was arrested Tuesday in connection with a Sept. 30 report of an attempted kidnapping in the parking lot of Vina School. An 18-year-old woman who works part time at the school was walking though the parking lot around 6:15 p.m. Sept. 30 when she was ap- proached a man who asked whether she would like to buy some vegetables from the back of his SUV, according to a report from the Tehama County Sheriff's Department issued Wednesday. When the woman declined to buy vegetables the man extended his hand to shake the victim's hand, then used his other hand to grab the vic- tim's opposite arm and began pulling her toward the SUV, the report said. The victim was able to break free and ran from the area. Based on information gathered from residents, detectives determined Andres Ortiz Sanchez, 41, to be a suspect and began attempting to locate him. An informant contacted the department af- ter spotting Sanchez driving the SUV in Chico and Sanchez was arrested with assistance from Chico Police Department and the FBI. The vehi- cle was stopped at a convenience store on Espla- nade and Sanchez was arrested without incident. Sanchez was booked into Tehama County Jail for attempted kidnapping and bail was set at $50,000. VINA SCHOOL Connected tokidnap attempt, manarrested By Andre Byik abyik@redbluffdailynews.com @andrebyik on Twitter RED BLUFF The Red Bluff City Council on Tuesday gave Red Bluff police the approval to hire a part-time school resource officer for the Red Bluff Union Elemen- tary School District. The school district has agreed to pay the $25,000 needed to fund the offi- cer position, Red Bluff po- lice Capt. Kyle Sanders told council members, and a pro- posed contract would be good for the current school year. Red Bluff police Chief Paul Nanfito has previously laid out a vision to have a cadre of school resource of- ficers in the city, working with students on drug and gang education as well as re- sponding to crime around schools, among other law enforcement. The Police Department currently has a school re- source officer assigned to the Red Bluff Union High School District. Sanders said the Po- lice Department has a re- serve officer in mind for the part-time position, which, according to a pro- posed memorandum of un- derstanding between the department and the school district, would include 24 work hours per week with- out benefits. The officer's focus would include Metteer Elementary School, Jackson Heights Elementary School and Bidwell Elementary School. The officer, according to the Police Department, would be responsible for a number of prevention and enforcement issues, includ- ing traffic enforcement in and around schools, drug and alcohol prevention, neighborhood vandalism and graffiti, and bullying. The City Council voted 5-0 in favor of the position. Council member Rob Schmid questioned what would happen to the offi- cer once the current school year ends. Sanders said that at the end of the school year, fund- ing for the officer would cease. He added that the Police Department at that time would again talk to the su- perintendent of the school district, William McCoy, to see if a similar arrangement could be made. City Manager Richard Crabtree said the city is under no obligation to con- tinue to employ the officer once the agreement ends. Introduction DANIELE JACKSON I am the current mayor of the city of Red Bluff and the last four years have been an elected city councilmember. When I first thought of running four years ago, I was asked why? And that question is because I believe I can make a difference. I believe it is all of our civic responsibility and communities to do what's best for the citizens of the city of Red Bluff. When asked where I come from, I tell everybody Red Bluff. When they ask where I've been born, it is St. Elizabeth Hospital. I don't say city of Red Bluff, I don't say northern California, I give them exactly the hospital. That is what you get when you get me. The honest and true and what I feel is best for all the constituents that I serve. I want to thank everyone who took the time off their busy sched- ules to be here tonight and I also loo forward to your questions. ORVILLEKNOX I'm a first-time politician, I guess you could it that. I see some needs that need to be done and I started going to City Council meet- ings and I started doing it. Then there was an empty place on the ballot and I put my name. My primary thing is the children. I have children, grandchildren and great-grandchildren that run around the streets of Red Bluff and they're safety with the traffic. Nobody respects a pedestrian or a bicycle right now and I want to change that. I think we need more bicycle lanes all around this town as far as you can go to school. Right now children can't go Jackson Heights by themselves really, it's not safe. You have to drive with the traf- fic in the bicycle lane, so they do that until they get to Jackson Heights school then how do they get across the street?
