Anthony Weiner’s resignation on Wednesday, and the White House pointedly passed up a chance to defend him, ominous signs for a lawmaker struggling to survive a sex scandal in the age of social media. ‘‘Having the respect of your constituents is fundamental for a member of Congress,’’ Rep. Allyson Schwartz said in a state- ment, venturing where other prominent Democratic officials have been unwilling to go. ‘‘In light of Anthony Weiner’s offensive behavior online, he should resign.’’ At the White House, press sec- retary Jay Carney said, ‘‘We have no comment’’ on the New York congressman, who has admitted to exchanging explicit photos and messages through Twitter, Face- book, email and occasionally on the phone with roughly six women in recent years. Merchants best bankers in vote WASHINGTON (AP) — Merchants triumphed over bankers in a battle for billions Wednesday as the Senate voted to let the Federal Reserve curb the fees that stores pay financial institutions when a customer swipes a debit card. It was murki- er, however, whether the nation’s consumers were winners or losers. As a result of the roll call, the Fed will be allowed to issue final rules on July 21 trimming the average 44 cents that banks charge for each debit card trans- action. That fee, typically 1 to 2 percent of each purchase, pro- duces $16 billion in annual rev- enue for banks and credit card companies, the Fed estimates. The central bank has proposed capping the so-called interchange fee at 12 cents, though the final plan could change slightly. Victorious merchants said the lowered fees should let them drop prices, banks said they could be forced to boost charges for things like checking accounts to make up for lost earnings and each side challenged the other’s claims. Consumer groups were not a united front, either: While the consumer group U.S. PIRG said consumers would benefit, the Consumer Federation of America took no formal stance but said it was concerned about what both industries might do. Travis B. Plunkett, the con- sumer federation’s legislative director, said the amount of sav- ings that stores pass on to con- sumers would depend on how competitive their markets are. He said he also worried that the Fed’s current proposal might be too restrictive, which might tempt banks to ‘‘use that as an excuse to increase charges on customers they value the least, low- to moderate-income cus- tomers.’’ Federal appeals court receptive to challenge over health care ATLANTA (AP) — Judges on a federal appeals court panel on Wednesday repeatedly raised questions about President Barack Obama’s health care overhaul, expressing unease with the requirement that virtually all Americans carry health insurance or face penalties. All three judges on the 11th Circuit Court of Appeals panel questioned whether upholding the landmark law could open the door to Congress adopting other sweeping economic mandates. The panel is made up of two Democratic appointees and one Republican appointee. The Atlanta panel did not immediately rule on the lawsuit brought by 26 states, a coalition of small businesses and private indi- viduals who urged the three to side with a Florida judge who struck down the law. And it’s never easy to predict how an appeals panel will decide. But during almost three hours of oral arguments, the judges asked pointed questions about the so-called individual mandate, which the federal government says is needed to expand coverage to tens of millions of uninsured Americans. With other challenges to the law before other federal appeals courts, lawyers expect that its fate will ultimately be decided by the U.S. Supreme Court. Chief Judge Joel Dubina, who was tapped by President George H.W. Bush, struck early by asking the government’s attorney ‘‘if we uphold the individual mandate in this case, are there any limits on Congressional power?’’ Circuit Judges Frank Hull and Stanley Marcus, who were both appointed by President Bill Clinton, echoed his concerns later in the hearing. The new information is the result of five weeks of round-the- clock work by a CIA-led team of data analysts, cyber experts and translators who are 95 percent fin- ished decrypting and translating the years of material and expect to complete the effort by mid-June, two U.S. officials say. Al-Qaida operatives world- wide are feeling the heat, with at least two of them altering their travel plans in recent weeks in apparent alarm that they might become the targets of another U.S. raid, one official said. Ariz. fire now larger than size of Phoenix SPRINGERVILLE, Ariz. (AP) — A raging forest fire in eastern Arizona that has forced thousands from their homes headed Wednesday for a pair of transmission lines that supply electricity to hundreds of thou- sands of people as far east as Texas. The 607-square-mile blaze is expected to reach the power lines as early as Friday. If the lines are damaged, parts of New Mexico and Texas could face rolling blackouts.
