LEGAL NOTICE CITY OF RED BLUFF PUBLIC NOTICE PUBLIC HEARING Notice of Intent to Approve a Negative Declaration and an Update to the City's Housing Element 2014-2019 GPA 13-001 Do you have any questions or comments regarding the pro- posed amendments to the City's Housing Element? WHAT IS BEING PLANNED? The public is invited to review and comment on proposed amendments to the Red Bluff Housing Element that would up- date the current Housing Ele- ment, adopted by the City Coun- cil on September 15, 2009. The Housing Element is one element of the City General Plan and has been updated in accordance with California Government Code requirements. The Hous- ing Element identifies housing and population characteristics and proposes programs to aid in the development of affordable housing. A Housing Element consistent with State require- ments is also necessary to qual- ify for Community Development Block Grant programs that the City uses to aid in the rehabilita- tion of local housing and eco- nomic development. Because the proposed modifications are limited to clarification of admin- istrative procedures and the ad- dition of informational material that will not have significant en- vironmental impacts, the City has prepared a draft Initial Study/Negative Declaration for the proposed Housing Element update in compliance with the California Environmental Quality Act. It is anticipated that the Plan- ning Commission, following its public hearing, and considera- tion of the draft Negative Decla- ration, will make recommenda- tions to the City Council con- cerning adoption of the updated Housing Element. Following the Planning Commission's hearing, the City Council will schedule and hold a public hearing to consider the recommendations made by the Planning Commis- sion. It is anticipated that the Council will consider approval of a resolution to adopt the updat- ed Housing Element for inclu- sion in the General Plan. WHY THIS NOTICE? The purpose of this ad is to noti- fy you that the proposed amendments to the Housing Ele- ment and Negative Declaration are available for your review at the Planning Department in City Hall at 555 Washington Street in Red Bluff. A Negative Declara- tion is a document stating why a project will not have a signifi- cant impact on the environment. Also, you are invited to attend a Public Hearing to be conducted by the Planning Commission in the City Council Chambers in City Hall at 555 Washington Street on Tuesday, April 22, 2014 at 5:15 p.m. Please note that if this project is challenged in court, you may be limited to raising only those issues that were raised at the Public Hear- ing or in writing delivered to the Planning Commission during or prior to the Public Hearing. WHAT YOU CAN DO: This proposed action is subject to provisions of the California Environmental Quality Act and Government Code. Part of the review process of a project sub- ject to these laws involves re- questing and addressing public questions and comments during the review period: starting March 21, 2014 and ending April 21, 2014 at 5:00 pm.
