The Red Bluff City Council ad- opted a resolution Tuesday night placing a sales use tax of an addi- tional 0.25 percent on purchases within the city on the November ballot. It will be accompanied by a non- binding advisory measure, which will ask voters whether they would like to see 85 percent of the reve - nue raised from the tax spent spe- cifically on improving police and fire services. The tax is equivalent to an ad- ditional penny for every $4 spent. City staff estimates the tax could raise an additional $600,000 in revenue for the city's general fund Nov. 4 electioN Sa le s ta x measure he ad ed to ballot City council says 85% of increase for public safety By Rich Greene rgreene@redbluffdailynews.com @richgreenenews on Twitter Red Bluff » An armed neighbor intervened and safely detained a 39-year-old at gun point who had been in the process of burglar- izing a Howell Avenue residence Wednesday, authorities said. At 7:22 a.m., the Tehama County Sheriff's Department re - ceived a report of a burglary in process at a locked residence on the 200 block of Howell Avenue, according to a press release. Residents reported Camron Michael Crismon was removing items from inside the covered rear porch of the home. Crismon was seen pushing a riding lawn mower from the back yard to the road in front of the house and seen going back and pulling a full golf club caddie and tools from behind the home. An armed resident intervened and detained Crismon at gunpoint just prior to deputies arriving. Crismon was taken into custody without incident. Deputies later found damage to the residence and gates and had spray painted graffiti on the residence. All property was returned to the 62-year-old owner. Crismon was booked at Tehama County Jail on suspicion of felony burglary, possession of stolen property and vandalism. Jim Nielsen said a proposed end to the Agricultural Education In- centive Grant would be detrimen- tal to FFA programs throughout the state. The Agriculture Incentive Grant, established in 1983 by Nielsen and the late Ross Ann Vuich, provides millions of dol - lars in matching funds to agricul- ture programs at public schools. In Gov. Jerry Brown's proposed budget for the upcoming fiscal year, the grant has been slashed. The grant amounted to about $4.1 million this year, In the pro - posed budget, as it stands, those millions of dollars would be moved to a pot of money that lo- cal school officials have control over, known as the Local Control Funding Formula. Opponents of the grant cut say by moving the money over to lo - cal control, there is a possibility that agriculture programs, such as FFA, could see a dip in funding. "After 31 years, the Ag Incen - tive Grant is still going strong and is training tens of thousands of talented students, as evidenced by your presence here at the Cap - itol today," said Nielsen, R-Ger- ber, according to a news release. "We must work together to show the Legislature and the Governor the importance of the Ag Incen - tive Program." Red Bluff Union High School, which has about 290 agriculture students, gained about $21,000 in matching grant funds this year. Representatives from Nielsen's Chico office spoke in February to Red Bluff High agriculture stu - dents, telling them they should write letters to their representa- tives, and take action when they can. "We would argue that agricul- ture is such an important part of California's economy," said Cur- tis Grima, a Nielsen representa- tive, at the February meeting.
