By Ricardo Alonso- Zaldivar The Associated Press WASHINGTON » The share of Americans without health insurance is dropping to the lowest levels since Presi - dent Barack Obama took of- fice, but sign-ups under his health care law lag among Hispanics — a big pool of po- tential beneficiaries. With just three weeks left to enroll on the new insur- ance exchanges, the Gallup- Healthways Well-Being In- dex, finds that 15.9 percent of U.S. adults are uninsured thus far in 2014, down from 17.1 percent for the last three months — or calendar quar - ter— of 2013. Released Monday, the survey based on more than 28,000 interviews is a major independent effort to track the health care rollout. The drop of 1.2 percentage points in the uninsured rate translates to about 3 million people gaining coverage. Gallup said the proportion of Americans who are unin - sured is on track to drop to the lowest quarterly level it measured since 2008, before Obama took office. "It's probably a reason - able hypothesis that the Af- fordable Care Act is having something to do with this drop," said Frank Newport, Gallup's editor-in-chief. "We saw a continuation of the trend we saw last month; it didn't bounce back up." The survey found that almost every major demo - graphic group made prog- ress getting health insur- ance, although Hispanics lagged. With the highest unin- sured rate of any racial or ethnic group, Latinos were expected to be major bene- ficiaries of the new health care law. They are a rel- atively young population and many are on the lower rungs of the middle class, in jobs that don't come with health insurance. They've also gone big for Obama in his two presidential cam - paigns. But the administration's outreach effort to Hispan- ics stumbled from the start. The Spanish-language en- rollment website, Cuidad- odeSalud.gov, was delayed due to technical prob- lems. Its name sounds like a clunky translation from English: "Care of Health." The feds also translated "Affordable Care Act" as "Law for Care of Health at Low Price" — which doesn't sound too appealing. A spot check of the Span - ish site on Monday showed parts of it still use a mix of Spanish and English to con- vey information on such ba- sics as insurance copays, risking confusion. With disappointing La- tino sign-ups, the adminis- tration is making a special pitch as the end of open en- rollment season approaches March 31. The president was on Spanish-language televi - sion networks last week to raise awareness. Obama as- sured viewers signing up for health care won't trigger the deportation of relatives who are in the country illegally. The law's benefits are only for citizens and legal resi - dents. Gallup found the big- gest drop in the uninsured rate was among households making less than $36,000 a year — a decline of 2.8 per - centage points. The Associated Press lAS VeGAS » A Mexican chan- nel that's been dry for decades as cities and farms drink up the waters of the Colorado River will once again flow in an experiment to restore the region's flora and fauna. The gates of Morelos Dam, located a mile south of where California, Arizona and Mex - ico adjoin, will open March 23 to release a man-made flood of more than 100,000 acre- feet of water, according to the Las Vegas Review-Journal reports. The flows will con - tinue until May 18, and will be followed by a smaller stream of "base flows" — eventually totaling 52,000 acre-feet — meant to keep the channel wet as plants grow. An acre-foot is enough to supply two average Las Ve - gas homes for about a year. The so-called "pulse flow event" mimics the floods that happened each spring be- fore the Colorado River was dammed up and its waters stored in reservoirs such as Lake Mead. Water hasn't flowed reg - ularly to the Gulf of Califor- nia since 1960, according to Jack Simes of the Bureau of Reclamation. Virtually no water gets past the Morelos Dam, which stops the flows and diverts them southwest to Mexico's Mexicali Valley. The pulse flow was autho - rized by Minute 319, a 2012 amendment to a 70-year- old treaty between the U.S. and Mexico. Water won't be taken from the 1.5-million acre-feet allotment Mexico gets annually from the Colo - rado River, but rather from "system credits" the country has earned by improving the efficiency of its water infra - structure.
