Obama’s budget offers few clues on health overhaul take to carry out President Barack Obama’s health care overhaul? Don’t expect to find an easy answer in his new budget. It has no line item for health care implementation, a task delegated to agencies in several government departments, each with its own pro- cedures — and quirks — to account for spending and hiring. Republicans suspect a dodge to make it harder for them to track the money as they strategize over how to block the law by shutting off the spigot of federal funds. “They are absolutely hiding the ball with this budget,” complained Rep. Dave Camp, R-Mich., chairman of the House Ways and Means Committee, which oversees Medicare and tax laws. “We don’t know the cost of the health care bill or how many people they are going to hire. Some agencies have been more helpful with details than others. The Internal Revenue Service, for example, says it will need 58 rev- enue agents to enforce the law’s 10 percent sales tax on indoor tanning, which went into effect last year. “As many as 25,000 businesses provide indoor tanning services,” says the agency’s budget. “These entities typically do not have experi- ence filing federal excise tax returns.” It looks like that will soon change. The IRS expects to close 1,000 tanning tax cases annually by 2013. Overall, Treasury’s budget includes $473 million and 1,270 employ- ees to administer the health care law. A spokeswoman said most of them won’t be working on enforcement. Many will be helping with tax credits intended to make health insurance more affordable for small businesses and households. Others will be setting up new technology. The IRS will eventually be responsible for collecting fines from tax- payers who ignore a new requirement to carry insurance. HHS, the hub of health care implementation, is providing less bud- get detail. The department says only 252 people will be working full- time on the new law, all of those in the Center for Consumer Informa- tion and Insurance Oversight. The new agency was part of Secretary Kathleen Sebelius’ office last year and has been transferred to the HHS division that oversees Medicare. Most of the rest of the work will be handled by multi-tasking employees, said spokesman Sorian. Reid proposes 30-day bill to avert shutdown WASHINGTON (AP) — The top Democrat in the Senate said Tuesday that he’ll bring legisla- tion to the floor next week to keep the government running at cur- rent spending levels for 30 days to avoid a shutdown in March. The move by Majority Leader Harry Reid is in keeping with longstanding tradition, but it was immediately rejected by GOP leaders who assailed the Nevada Democrat for freezing spending at levels inflated by generous budget increases provided under President Barack Obama. A short-term bill is required because the House on Saturday passed a $1.2 trillion omnibus spending bill to finance the gov- ernment through Sept. 30. That measure would slash domestic agency budgets by more than $60 billion over the last seven months of the budget year, which would lead to widespread furloughs of federal workers and dismantle a host of environmental regula- tions. It will take weeks or even months to work out differences on the massive spending bill, thus requiring the stopgap bill. House Speaker John Boehner, R-Ohio, rejected Reid’s proposal, which was revealed in a political- ly freighted statement charging that Boehner is maneuvering the government toward a shutdown by insisting on immediate spend- ing cuts. ‘‘Speaker Boehner should stop drawing lines in the sand, and come to the table to find a respon- sible path forward that cuts gov- ernment spending while keeping our communities safe and our economy growing,’’ Reid said. Boehner said, as he did last week, that the House will not pass a stopgap bill, known as a contin- uing resolution, at existing rates of spending. ‘‘The House will pass a short- term spending bill — one that also cuts spending,’’ Boehner said in a statement. ‘‘Senate Democra- tic leaders are insisting on a status quo that has left us with a moun- tain of debt.’’ “They want cuts right now, on their terms, before a negotiation can take place,” said Sen. Chuck Schumer, D-N.Y. “How can you say you’re in good faith when you say, ’I want my demands before any negotiation.’” Unless someone budges, a government shutdown could occur March 5 for the first time since two partial shutdowns in 1995-1996, including one that spanned three weeks.
