Tuesday, January 28, 2014 – Daily News 5C Court Round-Up The following defendants were sentenced in Tehama County Superior Court, according to the Tehama County District Attorney's Office: Recent State/Local Prison Commitments: People vs. Ryan Daniel Griffin, Assault With a Semiautomatic Firearm, Possession of Ammunition. Brief history: The victim was sitting outside a residence when she observed a vehicle slow down and come to a stop in front of the residence. The defendant was sitting in the passenger seat of the vehicle and pointed his gun out the passenger side window and fired a shot towards the victim before fleeing the scene. Sentenced to 9 years 8 months State Prison. People vs. Dustin Lee Hedrick, Lewd Act Upon a Child. Brief history: Defendant was a 19 year old Boy Scout troop leader and both minor victims were Boy Scouts. Defendant went to a party at one of the victim's homes during which he committed lewd and lascivious acts upon the two victims. Sentenced to 6 years State Prison. People vs. Eurcle Lamon Williams, Carrying a Dirk or Dagger; Carrying a Dirk or Dagger, Possession of a Controlled Substance; Possession of Ammunition with Special Allegation Prior Strike. Brief history: An officer contacted defendant regarding a warrant for his arrest and located a large fixed blade knife strapped to his leg. An officer contacted defendant and was advised he had warrants out for his arrest. The officer conducted a search of defendant and located methamphetamine and an unshielded knife blade. Defendant was arrested on outstanding warrants. During a search of his belongings the officer located several rounds of ammunition. Sentenced to 6 years State Prison. People vs. Dennis Richard Kanen, Receiving Stolen Property with Special Allegation Offense While on Bail or O.R.; Second Degree Burglary of Vehicle. Brief history: Officers contacted defendant after he was observed trying to break into a vehicle. Officers searched his backpack and located a stolen laptop, marijuana and methamphetamine. Officer contacted defendant after he was observed breaking into a vehicle. Officers found defendant in possession of car keys and two cell phones belonging to the victim. Sentenced to 5 years 8 months Local Prison. People vs. Angelina Maria Castenada, Corporal Injury to Child; Assault With a Deadly Weapon. Brief history: Defendant was originally granted formal probation. Defendant violated her probation as a result of the offense. The defendant and victim-1 had been in an argument which escalated when the defendant grabbed a pocket knife and swung it towards victim-1, cutting his arm. Victim-2 attempted to get control of the defendant and was cut on the ankle during the struggle. Sentenced to 5 years State Prison. People vs. James Wesley Smith, Maintaining Place for Selling or Using Controlled Substance. Brief history: Defendant was originally granted formal probation. Defendant violated his probation when he tested positive for methamphetamine. Sentenced to 4 years State Prison. People vs. Duane Allan Baker, Second Degree Commercial Burglary with Special Allegation Prior Strike. Brief history: Defendant was caught on surveillance video stealing money from several vending machines. Sentenced to 4 years State Prison. People vs. Christian Lawrence Dyer, Criminal Threats, Possession of a Dangerous Weapon; Vandalism of Religious Property with Special Allegation Street Terrorism, Vandalism of Religious Property. Brief history: Defendant was originally granted formal probation. Defendant violated his probation as a result of his offense. Defendant used a spray can to vandalize several local churches and businesses. Sentenced to 4 years State Prison. People vs. Sean James Randel, Possession of a Controlled Substance; Possession of a Controlled Substance; Failure to Appear on Own Recognizance; Failure to Appear on Own Recognizance. Brief history: An officer attempted to conduct a traffic stop on the vehicle in which the defendant was a passenger. When the vehicle came to a stop the driver fled on foot but the defendant was apprehended. During a search of the defendant the officer located methamphetamine in his pocket. (NCR86702)-An officer contacted defendant regarding outstanding warrants. The officer conducted a search of defendant and located methamphetamine and a hypodermic needle in his pocket. Defendant was released from custody on his own recognizance and failed to appear in court as required. Sentenced to 4 years Local Prison. People vs. Carolyn Margaret Pelham, Driving With a .08% Blood Alcohol Causing Injury., Leaving the Scene of an Accident. Brief history: Defendant was driving a vehicle while under the influence of alcohol and ran into the back of the vehicle in front of her forcing that vehicle into a bridge railing. The defendant's vehicle continued up on a sidewalk where she hit the victim knocking him over the bridge railing. The defendant fled the scene but was later located and taken into custody. Sentenced to 3 years 8 months State Prison. People vs. Manuel Keith Leon, Possession of a Controlled Substance with Special Allegation Prior Strike. Brief history: An officer contacted defendant and was advised he had outstanding warrants for his arrest. The officer conducted a pat down search and located methamphetamine, a methamphetamine pipe and marijuana. Sentenced to 2 years 8 months State Prison. People vs. Nicholas Amery Black, Transient's Violation of Registration Law-Priors. Brief history: Defendant is a convicted sex offender and failed to register as required. Sentenced to 2 years State Prison. People vs. Steven Laray Willet, Possession of Ammunition. Brief history: Officers responded to defendant's residence and located a shotgun and shotgun shells inside the residence belonging to the defendant, a convicted felon. Sentenced to 2 years State Prison Recent County Jail Commitments: People vs. Christina Lyn Bilodeau, Violation of Post Release Community Supervision. Brief history: Defendant was released from prison to post release community supervision. Defendant violated her terms of supervision when she failed to appear at probation for a scheduled appointment and admitted to smoking methamphetamine. Sentenced to 180 days county jail. Upcoming Court Dates -Trials, Preliminary Hearings (PX) & Pre Trial Conferences (PTC): People vs. Roger Sandy Bounnhaseng, Alan Duane Doulphus Jr., Chase Alan Doulphus: Murder, special allegation felony murder, personal and intentional, use of a firearm, assault with a firearm, false imprisonment by violence, transportation of marijuana. Brief history: The defendants went to a residence that contained a marijuana grow. The defendants confronted the victim and two other men who were at the residence and ordered them to the ground at gunpoint. The defendants proceeded to tie up the victim and the two men with zip ties and duct tape. The victim was able to free himself and attempt to flee the residence but was shot several times by the armed defendants. The victim eventually succumbed to his injuries. Defendant's vehicle was located a short time later and a vehicle pursuit followed. Defendant's were eventually apprehended and taken into custody. Inside the vehicle officers located a large amount of marijuana. Entry of Plea/Setting: January 28, at 8 a.m. in Department 3. People vs. Quentin Ray Bealer, Murder. Brief history: Defendant was arrested and charged with the murder of a 14 year old victim who had been reported missing when she never returned home from school. Officers located the victim's body two days later. Arraignment on Information: Feb. 3, at 8 a.m. in Department 3. People vs. Daniel Llamas & Isabelle Deanna Rios, Child Abuse with Special Allegation Willful Harm or Injury Resulting in Death. Brief history: The 13 month old victim died as a result of injuries sustained while in the custody and care of Llamas and Rios. Sentencing: Feb.24, at 8 a.m. in Department 3 – Llamas PTC: March 3, at 1:15 p.m. in Department 3. Rios PTC: March 24, 2014 at 1:15 p.m. in Department 3. - Rios Trial by Jury: March 27, at 9 a.m. (Department to be determined) - Rios People vs. Christopher Hougland, Murder with Special Allegation Use of Deadly Weapon, Assault With a Deadly Weapon with Special Allegation –Great Bodily Injury. Brief history: Officers responded to a residence regarding a disturbance. Upon arrival officers located the victim who appeared to have several stab wounds and was bleeding profusely. The victim eventually succumbed to his injuries and was pronounced dead at the scene. The defendant was arrested and taken into custody. PTC: Feb. 3, at 1:15 p.m. in Department 3. People vs. Brandon Ericson Branscombe, Murder, Assault on a Child Causing Death. Brief history: The 8 month old victim died as a result of injuries sustained while in the custody and care of defendant. Preliminary Hearing PTC: Feb. 24, at 10 a.m. in Department 1. Preliminary Hearing: Feb. 25, at 1:30 p.m. in Department 2. Report: Firm provided wrong bolts for bridge work VALLEJO (AP) — A Chinese company supplied hundreds of thousands of bolts of the wrong size for the seismic retrofitting of a San Francisco Bay Area bridge, according to a California Senate report. The 250,000 incorrectly sized bolts were made by Shanghai Zhenhua Heavy Industry Co. Ltd. for a retrofit of the Carquinez Bridge to Vallejo, the report says. The bolts for the Carquinez Bridge were rejected and remade, but they the led to ''a near disaster,'' according to the report. An after-hours call to Shanghai Zhenhua was not answered. Bay Bridge spokesman Andrew Gordon said the bolts were never used on the span. ''We made sure that the correct bolts were installed,'' he said. Matt Rocco, a spokesman for the California Department of Transportation, said he wanted to reiterate that the bridges are safe. The report, released Wednesday, focuses on the construction of the new eastern span of the San Francisco-Oakland Bay Bridge, raising questions about the quality of workmanship used to build the $6.3 billion span. The problems with the Carquinez Bridge are men- tioned in a footnote that says they led the California Department of Transportation to have quality-assurance specialists perform an audit of Shanghai Zhenhua before allowing the company to take on deck and tower work for the new Bay Bridge.
