Vice Chairman of the board Steve Soeth said the new state would need 12-15 counties. So far, Glenn is joined by Siskiyou and Modoc counties, which also voted to make the move. To create a new state, separate from California, approval would be needed from the California Legislature and Congress. Soeth said two town hall meetings were held in Glenn County. The sentiment was overwhelmingly in favor of joining a new state, Soeth said. Many people have questions about how it would all work, with funding, California debt and infrastructure. But the tone is that the state does not represent rural, northern counties fairly, he said. Tehama County Supervisors agreed to put the issue on the June ballot. Oregon couple found with stolen car, drugs MATT CARL JONES February 25, 1960 ~ January 19, 2014 Matt Carl Jones passed away Sunday, January 19th at Enloe Hospital in Chico. Matt was born February 25, 1960 to Robert and Ruth Jones. He attended Corning schools and grew up in the Squaw Hill area fishing, running through the orchards with his sister, brother and cousins and enjoying the life of a typical "farm kid". After school, Matt married his childhood sweetheart, Jessica Young, and soon after they purchased their home in Squaw Hill and started a family. For many years Matt was a mechanic at Lyndon Johnson Motors until a back injury forced him into early retirement. Matt enjoyed many hours with his friends and family hunting and fishing. He was able to take several out of state hunting trips that always generated a lot of good stories to share. Matt was always there for anyone that needed his help. He is especially known for the delicious bar-b-ques he prepared for family and friends. Matt is survived by his wife, Jessica and children, Jennifer and granddaughter, Kennedy and son Quincy. His sister Debbie (Steven) Peterson, brother, John (Lori) Jones, his parents Bob and Ruth and numerous uncles, aunts, cousins, nieces and nephews. Matts family would like to thank the Drs. and staff at Enloe Hospital for making things comfortable for Matt and for the compassion shown to the family at this difficult time. Also a grateful thank you to all his friends and family who were there to offer their love and support. ''Salmon are dying in the drought-stricken Central Valley rivers and soon that will translate into lost jobs on the coast and inland waterways.'' As the nation's leading farming state, California could be in its worst dry spell in a century, unless significant rain falls within the next two months. The parched weather could also wreak havoc during California's notorious wildfire season. The San Joaquin River starts in the Sierra Nevada east of Fresno and collects at the Friant Dam into Millerton Lake. It flows a few miles after the dam but dries up before reaching the Pacific Ocean. The river resumes downstream with water from the Merced, Tuolumne and Stanislaus rivers, which each have salmon population. The river's restoration is estimated to cost $1 billion in federal funds. An Oregon couple was arrested Tuesday night at the southbound Interstate 5 Red Bluff rest area after being found to be in possession of a stolen vehicle and drugs. Around 9:30 p.m. Tehama County Sheriff's deputies conducted a traffic stop on a green Honda at the rest area, according to a department press release. Deputies noticed the license plate did not match the make of the Honda it was registered to. Further investigation revealed the vehicle had been reported stolen from the Medford, Ore. area. A K-9 unit was utilized to conduct a scent search around the Honda and alerted to several locations within the vehicle. A further research revealed 4.9 grams of heroin, 1.63 grams of methamphetamine and a BEALER Continued from page 1A Why did the police suspect Bealer? According to statements made by Police Chief Paul Nanfito the day of Bealer's arrest, Bealer was charged following information obtained from the Tehama County Sheriff's and Probation departments and search warrants that had been issued. When did Bealer enter his plea? Bealer's plea entry was continued several times as the court searched for a public defender to represent him. Several public defenders in Tehama County cited a conflict of interest in turning down the case. An out-of-county counsel was eventually appointed to his case March 19. Following another continuance so the public defender could catch up on the case, Bealer entered a not guilty plea on April 9. Who is Bealer's public defender? Shon Northam. He has been a criminal defense attorney in the Sacramento area since 2006. Northam has worked with the Red Bluff law firm Muto and Muto on Child Protective Services cases in Tehama County. He previously worked as a Deputy District Attorney under Tehama County District Attorney Gregg Cohen in 2000. I thought preliminary hearings were supposed to happen much earlier in the process. This is generally true. In California a preliminary hearing is required within 10 days of an arraignment. However a defendant may waive that right and agree to a delay, which is common in high profile cases. The city pays the shelter for services, supplies, staff salary and benefits and administrative charges. The 2013-14 payment is based on the shelter taking in 2,016 dogs and cats, of which 637 were from the city of Red Bluff. "Determining whether probable cause exists at a preliminary hearing can weed out groundless charges of grave offenses and relieve the accused of the degradation and expense of a criminal trial. It also can operate as a judicial check on the exercise of prosecutorial discretion and help ensure that the defendant is not charged excessively, which could confer a tactical advantage upon the prosecutor in respect to plea bargaining." Who determines whether there is probable cause? The prosecution will present the magistrate with evidence to convince that probable cause exists to believe that a crime has been committed and the defendant committed the crime. "The magistrate must be convinced only of such a state of facts as would lead a reasonable person to believe and conscientiously entertain a strong suspicion of the defendant's guilt," the Benchguide reads. What type of evidence will be presented? Typically preliminary hearings involve only prosecution evidence and defense cross-examination of witnesses, which are usually law enforcement personnel involved in the case. If a defendant shows he can establish an affirmative defense, then he may be permitted to call witnesses of his own. In the latter case the defendant would be arraigned again. The prosecution would file again, restating the charges, and a trial date would be set. The trial is then supposed to occur within 60 days. Will that happen? Not likely. When Northam took the case he said he expected it would be two to three years before the case went to full trial. Updates from the court room today and Friday?
