The Antelope Sewer Authority, which is a joint powers authority involving both Tehama County and the City of Red Bluff, is pro- posing extension of sewer lines and service into the Antelope Area located east of Interstate 5 and generally along and to the north and south of Antelope Boulevard. The proposed im- provements to the sewer sys- tem involve the construction of approximately 105,000 lineal feet (LF) of sewer line and laterals, no more than seven lift stations, and approximately 1,250 sewer service connections. The Initial Study evaluates two potential routes for the new force main to the City’s WWRP: 1) a main that would cross the Sacramento River suspended on the Inter- state 5 bridge; and 2) a new 16- inch force main that would ex- tend south in Sale Lane and cross under the river in a steel casing installed by directional drilling. The project area, which totals approximately 1,211 acres, includes 58 acres within the Red Bluff city limits to the east of Interstate 5 along Ante- lope Boulevard (SR 36/99) and approximately 1,153 acres of ad- jacent unincorporated land east of Interstate 5 and the Sacra- mento River. Most of the pro- posed improvements will occur along existing County, City, and Caltrans right-of-ways and in private streets and roadways. It is anticipated the project will need to be financed with assis- tance from federal and state funding programs. The proposed project is located in Sections 9, 14, 15, 16, 17, 21, 22, 23, 28, 29, T27N, R3W of the Mount Diablo Meridian. The initial environmental review identified a number of potential environmental impacts resulting from the project including: 1) air quality, 2) biological resour- ces, 3) cultural resources, 4) ge- ology and soils, 5) hazardous materials, 6) hydrology/water quality, 7) noise and 8) public services. Mitigation measures are recommended that will re- duce these environmental im- pacts to a less than significant level. The Authority, acting as the Lead Agency, is recommend- ing that a Mitigated Negative Declaration (MND) be adopted for the project. The Authority may take action on the project at their meeting of Wednesday, March 23, 2011. The Antelope Sewer Authority will take writ- ten public comments regarding the proposed MND beginning on Friday, February 4, 2011, and will accept comments through Mon- day, March 7, 2011.
