(3) In no case shall services be disconnected at any time during which the business offices of the city are not open to the public. SECTION 2. This Ordinance shall take effect thirty (30) days after the date of its adoption. Within fifteen (15) days from the passage thereof, it shall be published at least once in the Red Bluff Daily News, a newspaper of general circulation, published and circulated in the City of Red Bluff.
