Citizens who volun- teer their time to serve on these com- missions are required to complete and file with the City Clerks Office Statements of Economic Interest (Form 700). The Cali- fornia Fair Political Practices Commission provides that mem- bers of boards and commissions and con- sultants to state and local government agencies may be required by a City's Conflict of Interest Code to disclose their personal financial interests if they make or participate in mak- ing governmental decisions that could affect their private financial interests. The Red Bluff City Council will fill these vacancies by appoint- ment and encourages all interested citizens to apply. I'd been hiding bills from my husband so we would have money for Christmas shop- ping, but it wasn't enough. It never was. Every credit card in my vast collection was maxed to the limit. With only seven days to go, I was desperate. The pressure of the season was taking its toll. The stress was nearly unbearable. I don't remember much else from that miserable Christmas. I'm not going to do that anymore."
