DESCRIPTION OF WORK 99W OVERLAY PROJECT An overlay of portions of 99W IN Tehama County. There are two project segments, from Corning City Limits to Finnel Avenue and from Sunbright Avenue to Red Bluff City Limits. Project in- cludes replace asphalt concrete surface, a two-lift HMA overlay with pavement fabric, striping, and shoulder backing along the road. This project is bid as a Base Project with several additive al- ternatives which may be added depending on the cost of bids for the Base Project and each al- ternative. Approximately $1.1 Million is available for this proj- ect funded from the American Reinvestment and Restoration Act (ARRA). Additionally, the County may use its discretion and supplement the budgeted amount with other available County funds. The specific Funding Amount upon which the contract will be awarded will be publicly disclosed by the County before the first bid is opened, and will be announced at the bid opening. The County will evalu- ate all bids for this project based on the Base Bid, followed by the Base Bid plus an Alterna- tive or Base Bid plus combina- tion of Alternatives depending on the cost in relationship to the specified amount. DISADVANTAGED BUSINESS EN- TERPRISE GOAL The UDBE Contract goal is 3.5 percent. PRE-BID MEETING A non-mandatory prebid meet- ing is scheduled for 10AM Tues- day, September 14, 2010 at the offices of Tehama County Public Works, 9380 San Benito Ave, Gerber, CA . This meeting is to inform bidders of project re- quirements, and subcontractors - Arranging solicitations, times for the presentation of bids, quantities, specifications, and delivery schedules in ways that facilitate DBE, and other small businesses, participation (e.g., unbundling large contracts to make them more accessible to small businesses, requiring or encouraging prime contractors to subcontract portions of work that they might otherwise per- form with their own forces)of subcontracting and material supply opportunities. The Coun- ty will also answer any ques- tions pertaining to the Plans, Contract, and Specifications in- cluding the Alternative bid pro- cedures. CALIFORNIA PREVAILING WAGE REQUIREMENTS Pursuant to Section 1773 of the Labor Code, the general prevail- ing wage rates in the county, or counties, in which the work is to be done have been determined by the Director of the California Department of Industrial Rela- tions. These wages are set forth in the General Prevailing Wage Rates for this project, available at County of Tehama, Depart- ment of Public Works, 9380 San Benito Avenue, Gerber, CA 96035 and available from the Califor- nia Department of Industrial Re- lations’ Internet web site at http://www.dir.ca.gov/DLSR/PW D. The Federal minimum wage rates for this project as prede- termined by the United States Secretary of Labor are set forth in the Bid book and in copies of this book that may be examined at the offices described above where project plans, special provisions, and bid forms may be seen. Addenda to modify the Federal minimum wage rates, if necessary, will be issued to holders of Bid book. Future ef- fective general prevailing wage rates, which have been prede- termined and are on file with the California Department of Indus- trial Relations are referenced but not printed in the general prevailing wage rates. FEDERAL MINIMUM WAGE RATES Federal minimum wage rates are not included in these specifi- cations. They may be obtained at the Internet Web Site http://www.gpo.gov/davisbaco n/. The Department will not accept lower State wage rates not spe- cifically included in the Federal minimum wage determinations. This includes "helper" (or other classifications based on hours of experience) or any other clas- sification not appearing in the Federal wage determinations. Where Federal wage determina- tions do not contain the State wage rate determination other- wise available for use by the Contractor and subcontractors, the subcontractors shall pay not less than the Federal minimum wage rate, which most closely approximates the duties of the employees in question.
