The grandmother of the family occupying the home was washing dishes when she smelled the smoke, according to a woman who identified herself as the property owner. The woman and her grandchild, who is about 3, were able to get out without injury, the owner said. Police received a call about 10:45 a.m. from a Food Maxx employee regarding a suspicious item in front of the store, Red Bluff Police Capt. Kyle Sanders said. The item was placed into a cart and wheeled by an employee into a more isolated section of the parking lot toward the front, near the sign for the center, Sanders said. A woman, whom police believe left the pressure cooker in front of the store, was identified through surveillance and about 11:30 a.m. law enforcement was working to make contact with her, Chief Paul Nanfito said. "Because of the recent events in Boston we are treating it as suspicious," Nanfito said. Shasta County Bomb Squad was called at 12:15 p.m., arriving about 1 p.m., Sanders said. The woman who left the pressure cooker was contacted and questioned by police, but the item was still considered suspicious until proven otherwise as a precaution, Sanders said. The woman's name was not released and she has not been charged with a crime. Law enforcement did not evacuate the shopping center, but did block off the entrance to it at the intersection of Belle Mill Road and Center Avenue, asking businesses to close and people in the center, including employees, to leave the area for their safety, Sanders said. Just before 3 p.m., the item was assessed and X-rayed before a member of the bomb squad wearing a bomb suit opened the pressure cooker, Sanders said. The outer two perimeters were reopened within a few minutes of opening the pot and Red Bluff Fire and St. Elizabeth Community Hospital personnel were cleared to leave. The Tehama County Board of Supervisors is scheduled to hold a series of public meetings around 10:30 a.m. today to decide the fate of proposed solar generator projects. Pristine Sun is seeking use permits to establish three 20-year leases for wholesale photovoltaic solar array generators. But the locations have garnered ire from nearby residents, who say the equipment will harm aesthetics in the area. A 500-kilowatt generator is planned for about 2.5 miles east of Flournoy, on the south side of Paskenta Road, about 3,200 feet east of the Boggs and Champlin and Paskenta roads intersection. Two smaller 250-kilowatt projects are also being planned. One would be near the 500-kilowatt generator, about 3,000 feet north of the Boggs and Champlin and Paskenta roads intersection The second would be south of Red Bluff on the southwest corner of the Hatfield Road and Percell Lane intersection., about 3,000 feet east of the Hatfield and Rawson roads intersection. All of the land in question is classified as non-prime land and under Williamson Act contracts. The Paskenta site is presently utilized to graze sheep on naturally occurring grasses. Pristine Sun has said sheep grazing would continue on the site. In previous Planning Commission meetings and through letters residents have shared concerns over noise, Williamson Act compatibility and aesthetic concerns.
