Tuesday, April 23, 2013 – Daily News 3B WORLD BRIEFING Boston bombing suspect charged, could face the death penalty BOSTON (AP) — A seriously wounded Dzhokhar Tsarnaev was charged in his hospital room Monday with bombing the Boston Marathon in a plot with his older brother and could get the death penalty for the attack that killed three people. Tsarnaev, 19, was charged by federal prosecutors with using and conspiring to use a weapon of mass destruction — a bomb — to kill. The criminal complaint containing the allegations shed no light on the motive. But it gave a detailed sequence of events and cited surveillance-camera images of Tsarnaev dropping off a knapsack with one of the bombs and using a cellphone, perhaps to coordinate or detonate the blasts. The two pressure-cooker bombs sprayed shrapnel into the crowd at the finish line last Monday. Moore than 200 people were wounded, and the dead included an 8-year-old boy. The Massachusetts college student was listed in serious but stable condition at Beth Israel Deaconess Medical Center with a gunshot wound to the throat and other injuries. His brother, Tamerlan, 26, died last week in a fierce gunbattle with police. All Boston bomb patients are likely to survive BOSTON (AP) — In a glimmer of good news after last week's tragedy, all of the more than 180 people injured in the Boston Marathon blasts who made it to a hospital alive now seem likely to survive. That includes several people who arrived with legs attached by just a little skin, a 3-year-old boy with a head wound and bleeding on the brain, and a little girl riddled with nails. Even a transit system police officer whose heart had stopped and was close to bleeding to death after a shootout with the suspects now appears headed for recovery. ''All I feel is joy,'' said Dr. George Velmahos, chief of trauma surgery at Massachusetts General Hospital, referring to his hospital's 31 blast patients. ''Whoever came in alive, stayed alive.'' Three people did die in the blasts, but at the scene, before hospitals even had a chance to try to save them. A Massachusetts Institute of Technology police officer who police say was fatally shot Thursday by the suspects was pronounced dead when he arrived at Massachusetts General. The only person to reach a hospital alive and then die was one of the suspected bombers — 26-year-old Tamerlan Tsarnaev. began in late February. Nationwide, average retail prices have fallen by 27 cents per gallon, or 7 percent, since Feb. 27, to $3.52 per gallon. Analysts say pump prices could fall another 20 cents over the next two months. The price of oil is being driven lower by rising global supplies and lower-than-expected demand in the world's two largest economies, the United States and China. As oil and gasoline become more affordable, the economy benefits because goods become less expensive to transport and motorists have more money to spend on other things. Over the course of a year, a decline of 10 cents per gallon translates to $13 billion in savings at the pump. Diesel and jet fuel have also gotten cheaper in recent weeks, which is good news for truckers, airlines and other energy-intensive businesses. ''It makes a big difference to my bottom line,'' says Mike Mitternight, owner of a heating and air conditioning service company in Metairie, La. Suburbs now playing a more influential role in the gun control debate QUAKERTOWN, Pa. (AP) — In the emotional politics of gun control, the suburbs seem to be emerging as a new sphere of influence. The Senate's defeat last week of firearms restrictions underscored the nation's shifting demographics and a pronounced divide on the gun issue between Americans in rural areas and residents of suburban enclaves, like Quakertown, outside Philadelphia. Packed with married women and political independents, vote-rich communities like these are starting — in the wake of a string of shooting massacres — to act more like urban centers that long have been concerned with the threat of local gun violence and have favored stricter laws. Those include the expansion of background checks, viewed by gun control advocates as a way to prevent criminals and the mentally ill from buying firearms. Like most Pennsylvania voters, Lisa Inglis, 43, a stay-at-home mom of two from the Philadelphia suburbs, is a supporter of expanded checks of gun buyers, part of the legislation defeated last week. She said she was very disappointed by the Senate action, though she also questioned whether such measures would prevent many crimes. ''The reality hits you that nobody can keep anybody safe. You really depend on the stability of other people's thinking. You just hope for the best,'' said Inglis, eating at John's Plain & Fancy Diner in Quakertown, about 45 miles north of Philadelphia. Woodstock performer Syrian regime focuses on Richie Havens dies shoring up hold on NEW YORK (AP) — Richie Havens, who sang and strummed for a sea of people at WoodDamascus and coast stock, has died of a heart attack Monday, his BEIRUT (AP) — After watching much of Syria's territory slip into rebel hands, President Bashar Assad's regime is focusing on the basics: shoring up its hold on Damascus and the strip of land connecting the capital with the Mediterranean coast. In the past week, government troops have overrun villages near the Lebanese border and suburbs of Damascus, including two districts west of the capital where activists say regime forces killed more than 100 people. The advances have improved the regime's footing in strategic areas that are seen as crucial to its survival. In many ways, Assad's government has little choice at this point in the civil war, analysts say. Rebels have captured much of northern and eastern Syria, seizing control of military bases, hydroelectric dams, border crossings and even a provincial capital. Those areas are home to most of the country's oil fields, and the losses have deprived the regime of badly needed cash and fuel for its war machine. But those provinces — Raqqa, Hassakeh and Deir el-Zoura — are located hundreds of miles (kilometers) from the capital. Rebel advances there pose no direct threat to the regime's hold on Damascus — the ultimate prize in the civil war — and any effort to claw back the lost territory would demand manpower and military hardware, neither of which the regime is inclined to invest at the moment. 2 arrested in terror plot against Canadian passenger train TORONTO (AP) — Two men were arrested and charged with plotting a terrorist attack against a Canadian passenger train with support from al-Qaida ''elements'' in Iran, police said Monday. Chiheb Esseghaier, 30, and Raed Jaser, 35, who live in Montreal and Toronto, were planning to derail a Via Rail passenger train in Toronto but posed no immediate threat, the Royal Canadian Mounted Police said. ''This is the first known al-Qaida planned attack that we've experienced in Canada,'' Superintendent Doug Best told a news conference. Drop in price of oil feeds decline at the pump NEW YORK (AP) — A sharp decline in the price of oil this month is making gasoline cheaper at a time of year when it typically gets more expensive. It's a relief to motorists and business owners and a positive development for the economy. Over the past three weeks, the price of oil has fallen by 9 percent to $89 a barrel. That has helped extend a slide in gasoline prices that family said in a statement. He was 72. Havens, a folk singer and guitarist, was the first performer at the three-day 1969 Woodstock Festival. He returned to the site during the 40th anniversary in 2009. ''Everything in my life, and so many others, is attached to that train,'' he said in a 2009 interview with The Associated Press. Havens was born in Brooklyn. He was known for his crafty guitar work and cover songs, including his well-received impersonation of Bob Dylan's ''Just Like a Woman.'' The singer's website said he had kidney surgery years ago and that he never recovered enough to perform concerts like he used to. Passengers face delays of 2 hours or more due to air traffic staff shortages NEW YORK (AP) — It was a tough start to the week for many air travelers. Flight delays piled up all along the East Coast Monday as thousands of air traffic controllers were forced to take an unpaid day off because of federal budget cuts. Some flights into New York, Baltimore and Washington were delayed by more than two hours as the Federal Aviation Administration kept planes on the ground because there weren't enough controllers to monitor busy air corridors. One out of every five flights at New York's LaGuardia International scheduled to take off before noon on Monday was delayed 15 minutes or more, according to flight tracking service FlightAware. Last Monday morning, just 2 percent of LaGuardia's flights were delayed. The situation was similar at Washington's Reagan National Airport, in Newark, N.J. and in Philadelphia. Some flights were late by two hours or more. For instance, the 8 a.m. US Airways shuttle from Washington to New York pushed back from the gate six minutes early but didn't take off until 9:58 a.m. The plane landed at 10:48 a.m. — more than two and a half hours late.
