Froome was initially facing 10 charges, including eight counts of money laundering, one count of possession of marijuana for sale and one count of cultivating marijuana, filed in 2009. At a Friday Tehama County Superior Court appearance, Froome pled no contest to two amended counts, maintaining a place for sale or use of narcotics and failure to file corporate tax returns. more than 400 marijuana plants and 30 pounds of processed marijuana in a warehouse off Baker Road in Red Bluff. Storrey, whose first job in Animal Services was at the care center following a 20-year career in the Air Force, will be starting a new chapter as the CEO at Haven Humane Society in Redding. "I start next week, (current CEO) Ray John retires Feb. 28 and I take over as CEO on March 1," Storrey said. "It's closer to home and I have the opportunity to save more lives while becoming a bigger part of my more immediate community. It's a larger operation, so it will open more doors." Storrey and his wife, Tina, live in Redding. Haven Humane, which has more than 40 employees, recently opened an adoption center building so he expects that 2013 will be the busiest year in its history, Storrey said. Storrey has been at the Tehama County center since October 2009 and adopted one of his dogs, Nikita, from the center, he said. Nikita and one of his other dogs, Missy, frequently came to work and stayed the day in his office. "I will miss the team working here," Storrey said. "It's a fantastic team we've built here and I've really enjoyed my time in Tehama County. The document and resulting performance standards identify and outline carbon dioxide emitting sources within the city and methods to reduce emissions from future building projects. At a public hearing Jan. 22 Planning Director Scot Timboe said the document would provide guidance for builders and contractors by laying out exactly what will be expected from them. Future projects will have to follow the city's already See GAS, page 9A City to get new website design By RICH GREENE DN Staff Writer Daily News photo by Julie Zeeb Tehama County Animal Care Center Manager Mark Storrey, who is leaving for Haven Humane Society in Redding, poses for a picture with his favorite Care Center resident, Merida, a three-year-old pit bull. Study: Magnetism helps salmon find home river GRANTS PASS, Ore. (AP) — Salmon have long been known to use their sense of smell to find their home river when it comes time to spawn, but how do they get close enough to smell the river? A new study suggests that, like birds migrating over long distances, salmon use the earth's magnetic field. The study published this week in the journal Current Biology looked at 56 years of fisheries data about which route sockeye salmon used when they returned to the Fraser River in British Columbia. Scientists found that which way the salmon chose to go around Vancouver Island matched natural shifts in the geomagnetic field. When the magnetic field shifted to the north, the fish swam See SALMON, page 9A The city of Red Bluff's website will be receiving a makeover. The City Council awarded a website upgrade project to Avail Marketing Solutions (AMS) Tuesday, after hearing presentations from two companies. The council chose the Redding-based firm over Shasta.com. A company representative said AMS' approach to technology is to make everything simple. The new website will be compatible with mobile web browsers. AMS created the Rio Alto Water District's website and said the city of Red Bluff's will be similar in appearance. The new website should be ready in about six weeks. The city will pay $3,800 in design costs and monthly website hosting costs of $29.99. AMS has a partnership with Computer Logistics Corporation, which handles the city's IT support and email services. City staff will have the ability to update and maintain the site themselves. Previously the city used a consultant. That will result in about $5,000 in annual savings in website maintenance. A number of forms, including Requests for Proposals, will be able to be downloaded from the website, which was previSee CITY, page 9A Charge reduced in death of Corning man By JULIE ZEEB DN Staff Writer Charges have been reduced against a Corning man initially accused of voluntary manslaughter regarding the Nov. 27 death of his brother at a Flournoy Avenue residence. Clifford Manuel Palmer, 46, will be charged instead with assault with a deadly weapon by means likely to produce great bodily injury to which he pled guilty on Monday at a trial readiness conference, according to Tehama County Superior Court records. Palmer, who was facing the charge of murder prior it being changed to the now dropped voluntary manslaughter charge, will appear in court at 8 a.m. on March 18 for pro- bation and sentencing. He and his brother Fermin "Mitch" Alberro, 40, of Corning had gotten into an argument at the residence in the 23100 block of Flournoy Avenue about firewood and col- lecting more of it in preparation for the upcoming storm, Tehama County Sheriff's Lt.
