4 www.DesertMessenger.com May 16, 2018 THEFT FROM PAGE 1 US Army Corps of Engineers hosts public scoping meetings Public invited to discuss General Plan U.S. ARMY CORPS OF ENGINEERS, LOS ANGELES DISTRICT ISSUES A PUBLIC NOTICE The U.S. Army Corps of Engineers, Los Angeles District, Operations Divi- sion, will be hosting public scoping meetings in Lake Havasu and Phoenix to obtain public input on updating to the Alamo Dam Water Control Plan. The Water Control Plan is the Corps guiding document on how water is held and released from Alamo Lake. Baseline Rd. 1770 N. McCulloch Blvd. Phoenix, AZ 85339 Lake Havasu City, AZ 86403 Scoping Meetings The scoping meetings will be conducted as an open house. Interested parties can arrive at any time during the scheduled meeting to review in- formational posters, talk with Corps staff, and provide written comments. Both scheduled meetings will have the same content and intent. Purpose of Scoping During scoping, Operation Division is soliciting comments from the pub- lic, Federal, state, and local agencies and offi cials, American Indian tribes, and other interested parties for consideration and evaluation. The intent of Public Scoping is to identify subjects of concern to review in the envi- ronmental impact statement (EIS) and produce a list of key factors to be analyzed in the EIS developed for the Water Control Plan. Federal agen- cies conduct scoping after the agency determines the need and purpose for an action but before the agency begins drafting the NEPA document. Area potentially impacted by the proposed action: Changes to the proposed Water Control Manual could potentially effect the following areas: Alamo Lake, Bill Williams River, a portion of Lake Havasu near the confl uence of the Bill Williams River. How to participate in the scoping process: Attend a public scoping meeting to review the proposed action and submit your comments to the Corps using the comment cards pro- vided at the meeting. If you cannot attend one of the planned meet- ings you may submit your comments on the proposed action, alterna- tives that should be considered, issues, concerns, and opportunities to AlamoDamSPL@usace.army.mil using the subject line "Water Control Plan Update Scoping Comment." Special Agents with the Arizona Attorney General's Offi ce investi- gated this case. Assistant Attorney General Jordyn Raimondo is pros- ecuting this case. Quartzsite Police Chief William Ponce told Desert Messenger, "I am thankful that the that the At- torney General's Offi ce was able to take over the case and the investiga- tion. It appears the case progressed enough that they were able to make an arrest. Investigations are not always easy, and may lead law en- forcement down many paths. As professionals we must do our jobs to matter the outcome." All defendants are presumed innocent until proven guilty in a court of law. Why Did The Cowboy Get A Lot of Laughs? Additionally, he set up multiple weapons including rifl es, a handgun and ammunition. Troop- ers attempted to negotiate with the suspect but were unsuccessful. Troopers then engaged the suspect, who was shot. On-scene trooper/para- medics attended to the suspect who ultimately succumbed to his injuries. DPS is investigating the incident. At this time, offi cials have not yet released the name of the suspect, however the victims identifi ed the tenant was known as Michael Don- ald Walsh. He set his own trailer on fi re, which also damaged a neigh- bor's trailer.
