QPD Arrest /Activity Report Provided by Quartzsite Police Department FEBRUARY 11 - FEBRUARY 22, 2017 During this reporting period, the Quartzsite Police Offi cers completed thirty-two (32) departmental reports, eighteen (18) criminal and/or civil ci- tations, and fi fty-two (52) warnings for civil traffi c violations. 02/11 QPD investigated a burglary at a ven- dor in the 100 block of West Kuehn Street. 02/11 QPD responded to a call to assist an adult male with mental health services. 02/11 Matthew Root (47) of Camp Verde, Arizona was arrested for Disor- derly Conduct per Domestic Violence af- ter he engaged in a domestic disturbance with his mother at a local campground. 02/11 QPD investigated a report of young juvenile males shooting a BB gun at neighborhood dogs. Offi cers located the juveniles and informed their parents. 02/12 QPD investigated a report of a vehicle that was alleged to have been stolen at a local apartment complex. Offi cers located the adult male suspect and the alleged stolen vehicle days later on BLM Land on Plomosa Road. The ve- hicle was returned to its owner and the case was referred to the La Paz County Attorney's Offi ce for review. 02/12 QPD conducted a stolen property investigation in the 100 block of North Washington Street. 02/12 Ellen Temple (70) of Quartzsite, Arizona was cited and released for Mis- use of 911 after she called several times to report nonemergency and/or nonex- istent crimes. 02/13 QPD investigated the theft of die- sel fuel at a local truck stop. The suspect was identifi ed, but has not been located. 02/13 QPD conducted a Death Investi- gation involving an adult male at a BLM Campground on Old Yuma Road. 02/14 The QPD Traffi c Unit investigat- ed a non-injury traffi c collision in the 400 block of East Main Street. 02/14 The QPD Traffi c Unit recovered a stolen vehicle in the 600 block of East Kuehn Street that was originally report- ed stolen in Blythe, CA. 02/14 Ricardo Casillas (33) of Phoe- nix was cited and released for driving while suspended on Interstate 10 and his vehicle was towed to impound with a 30-day hold per ARS 28-3511. 02/14 QPD, LPCSO and Arizona DPS conducted a high-risk traffi c stop on a suicidal adult male on Interstate 10 in Quartzsite. The male was under the in- fl uence of methamphetamine and had cut both of his wrists with a knife. The male was taken into protective custody after a short stand-off. Offi cers recov- ered three knifes and a replica handgun from the male's vehicle. The male said he intended to point the replica hand- gun at police when they approached his vehicle to cause the offi cers to shoot him. The male was transported to the hospital for treatment and an Emergen- cy Mental Evaluation per ARS Tile 36. 02/14 QPD interviewed an adult male who admitted to being involved in a homicide in Phoenix, Arizona. Phoenix Police Detectives were notifi ed and as- sumed the investigation. 02/15 Ellen Temple (70) of Quartzsite, Arizona was cited for Town Code Viola- tions relating to Litter, Improper Stor- age of Vehicles and Operating an RV Park without a License after QPD and the Town Zoning Inspector conducted a follow up inspection of her property. 02/15 James Bueler (68) of Quartzsite, Arizona was cited for Litter- ing after sewage was observed leaking from his travel trailer onto the ground after QPD and the Town Zoning Inspec- tor conducted a follow up inspection at an unlicensed RV park. 02/15 Deangelo Wilson (28) of Sac- ramento, California was arrested for Fraudulent Use of a Credit Card after he attempted to pay for fuel with a fi c- titious credit card at a local truck stop. A QPD Detective assigned to the Nar- cotics Taskforce located Wilson on In- terstate 10 after he fl ed the scene in a vehicle. Wilson was booked into the La Paz County Detention Center. 02/15 Daniel O'Hearn (38) a vagrant from parts unknown was arrested by the QPD K-9 Unit after he was found in possession of about a half pound of marijuana and over $2,000 in cash. O'Hearn then assaulted the K-9 Offi cer as the offi cer attempted to transport O'Hearn to jail. O'Hearn was subdued and transported to the hospital for med- ical treatment for injuries he sustained during the altercation before he was booked into the La Paz County Deten- tion Center for Aggravated Assault on a Police Offi cer, Endangerment, Resisting Arrest, and Possession of Marijuana; all felony offenses. 02/15 QPD investigated the theft of a generator at a BLM Campground. 02/16 George Lische (73) of Quartzsite, Arizona and Canada was booked into the La Paz County Deten- tion Center for Assault per Domestic Vi- olence after striking his girlfriend with a bottle during a drunken argument. 02/17 Suzanne Allmon (66) of Phoe- nix, Arizona was booked into the La Paz County Detention Center for Disorderly Conduct after she struck an employee of a local gas station with her vehicle dur- ing an altercation stemming from All- mon urinating behind a dumpster. The employee was not injured. 02/17 An adult male was involved in a private property collision while expe- riencing a medical emergency in the 2000 block of West Main Street. 02/17 Chad Yarbro (37) of Quartzsite, Arizona was cited for Driving While Suspended and other civil traffi c viola- tions. The vehicle Yarbro was driving was towed to a 30-Day Impound per ARS 28-3511. 02/17 Corey Wood (19) of Blythe, Cali- fornia was booked into the La Paz County Detention Center after he violated the Con- ditions of Release issued by the Quartzsite Magistrate Court by going to the victim's residence and contacting a juvenile victim contrary to the court order. 02/18 QPD investigated a report of Criminal Damage at a local gas station. 02/18 QPD conducted a Death Investi- gation of an adult male at a residence on Targa Trail. 02/20 QPD and LPCSO responded to a report of a subject brandishing a hand- gun at a local trailer park. Offi cers con- tacted an adult female who witnesses pointed out as being the gun wielding suspect. The handgun was determined to be a non-functioning replica. The case was referred to mental health ser- vices and the La Paz County Attorney's Offi ce for review. 02/20 QPD investigated a report of tel- ephonic harassment. 02/20 QPD investigated a Fraudulent Scheme at a local truck stop. 02/20 Jack Nichols (28) a vagrant of Quartzsite, Arizona was arrested for an outstanding Felony Arrest Warrant issued by the La Paz County Superior Court for Violation of Probation on an original drug-related conviction. 02/21 QPD conducted a Death Inves- tigation of an adult male in the 1500 block of West Dome Rock Road. 02/21 QPD assisted the Quartzsite Fire Department and AMR Ambulance Ser- vice with a serious medical call for ser- vice in the 700 block of West Comanche Drive. 02/21 Joseph Charles Samter (52) of Quartzsite, Arizona was observed driving a motorcycle at 97 miles per hour in a posted 55 MPH speed zone on Highway 95 at Mile Post 111. QPD Offi - cers conducted a traffi c stop on Samter, placed him under arrest for a Criminal Speed Violation and found him in pos- session of a useable quantity of marijua- na. Samter displayed objective symp- toms of illicit drug use and performed poorly on Standardized Field Sobriety Tests. Samper was booked into the La Paz County Detention Center for DUI, Criminal Speeding, Attempted Posses- sion of Marijuana and Attempted Pos- session of Drug Paraphernalia. 02/21 Sean Kramer (44) of Prescott, Arizona was contacted by the QPD K- 9 Unit during a traffi c stop and found in possession of a marijuana cigarette and a live potted marijuana plant worth $3,000. Kramer admitted to trans- porting the plant from California to Arizona. Kramer was booked into the La Paz County Detention Center for Production of Marijuana, Transporta- tion of Marijuana for Sale and Importa- tion of Marijuana. Kramer's wife, Irene Kramer (51) admitted to assisting in the crime and was released pending a long form complaint request for Conspiracy to Commit the above listed offenses.
