The training program south of Sacramento is one of six na- tionwide, with the others at the CORRECTIONAL CENTER Programpairs inmates with wild horses Staff Report @redbluffnews on Twitter RED BLUFF Red Bluff Police have confirmed at least one new victim, a man in his 30s, has been iden- tified regarding the case against David Eric Rios, 52, of Red Bluff, who was arrested following an in- vestigation into child molestation allegations. The latest victim is the third identified in the on-going inves- tigation. "At this time, we have three vic- tims in the David Rios case," Lt. Matt Hansen said. "The latest vic- tims describe the same method of operation as the first. Rios spent time building a trust relationship and then started sexually abusing them. As time went on the abuse became more and more frequent and rough." Once Rios had gained control, CRIME Third victim confirmed in alleged molestation By Julie Zeeb jzeeb@redbluffdailynews.com @DN_Zeeb on Twitter RED BLUFF Tehama County re- ceived good news Tuesday at the BoardofSupervisorsmeeting,where Chief Administrator Bill Goodwin announced the county will receive $20 million for the Tehama County Jail expansion project that has been in discussions in recent years. "We were given notice on Nov. 17 that we would be receiving the full $20 million, which is the maxi- mum allocation for a small county," Goodwinsaid."The$15.5millionwe had been allocated will be given to Madera County. We have met with the architect to discuss the addi- tional money and to make modifi- cations to plans." The next step in the process is to meet with the city of Red Bluff over negotiations for the right-of-way for MadisonStreet,whichrunsbetween the existing jail and the site across the street being proposed for the ex- pansion,whichwillincludeanaddi- tional 64 beds. "There was a 2-2 split on the last vote of the council," Goodwin said. "After the new council member is sworn in on Dec. 6 we hope to meet withthecitymanagerastowhatthe next step is." Several meetings have been held by both the county and city as well asjointmeetingstodiscusstheproj- ect. Objections have been raised by residents and Downtown Red Bluff Business Association members over continuingtohaveajailintheheart of the downtown. They have asked whetherthecountycouldbuilditout of city limits. When the project was first pro- posed the county wanted to shut down Madison Street, which is one of the few streets that goes all the way through the city, to provide a secure campus. Several alternatives were dis- cussed,includinganenclosedpedes- trian bridge or re-routing the street to keep it open. After looking into the cost, the county decided not to gotherouteofthebridgeandbegan negotiations to obtain the right-of- way from the city. JAIL EXPANSION Countygetsmorefundingforjailproject By Julie Zeeb jzeeb@redbluffdailynews.com @DN_Zeeb on Twitter RED BLUFF A couple of months after the 40th anniversary of its disappearance, Red Bluff Cal- ifornia Highway Patrol Officer Dave Madrigal was able to re- unite a classic car with its orig- inal owner more than 500 miles from where it was taken. The Red Bluff owner of a 1964 Chevrolet Corvette Stingray had it at a car show when someone happened to notice the vehicle identification number was for a different model of Chevrolet and suggested he take it to law enforcement to have it checked out. The man brought the Cor- vette to the CHP office on Oct. 20 and Madrigal was tasked with doing a VIN verification for the vehicle. Checking out the number, the vehicle came back as a 1964 Chevrolet Impala, but Madri- gal was able to locate a differ- ent identifying number on the vehicle, at which point he con- tacted the National Insurance Crime Bureau for clarification, he said. "The number returned to a 1964 Chevy Corvette that was an unrecovered stolen vehicle out of Anaheim Police Department in September of 1976," Madrigal said. "I contacted Anaheim and advised them of the situation.
