ByToddRichmond The Associated Press MILWAUKEE City lead- ers blamed outside agita- tors Monday after a sec- ond straight night of vio- lence wracked Milwaukee's mostly black north side in protest at the fatal shoot- ing of a black man by police. An 18-year-old man was shot and wounded dur- ing Sunday night's unrest, which was milder and far less destructive than Sat- urday night's confrontation but still left the city tense. Mayor Tom Barrett singled out groups of young people on the streets of the Sher- man Park neighborhood who he said were intent on causing trouble. "Those individuals, in my mind, are deliberately trying to damage a great neighborhood in a great city," Barrett said at a news conference Monday. Barrett warned parents and guardians that police will be strictly enforcing the city's 10 p.m. curfew for teenagers. "This is not the place where you go to gawk, this is not the place where you go to take pictures," he said. "This is not the place where you go to drive your car around." The problems began Saturday afternoon after a black police officer shot and killed a black man af- ter a traffic stop. Police say 23-year-old Sylville K. Smith was fleeing and had a stolen handgun when he was shot; they say bodycam footage clearly shows him holding the weapon. Gov. Scott Walker on Sunday put the National Guard on standby, but so far no Guard members have been deployed. Both Barrett and Police Chief Edward Flynn cred- ited church groups and "many others" for staging peaceful demonstrations, prayers and vigils earlier Sunday, as well as volun- teers who turned out to sweep and pick up debris after Saturday night's vio- lence. He said they set the tone that made Sunday night's unrest less disrup- tive than it might have been. Flynn blamed a Chicago chapter of the Revolution- ary Communist Party for upending what had un- til then been a peaceful night by leading march- ers down several blocks at around 11:30 p.m. TV foot- age showed a small group of protesters walking or run- ning through the streets, sometimes toppling orange construction barriers. Fourteen people were ar- rested. Three police officers and four sheriff's deputies were hurt. The Wisconsin Depart- ment of Justice is investi- gating Smith's death, as re- quired by state law for po- lice-involved shootings. Barrett said he hoped the officer's body camera video could be released soon. The 18-year-old Milwau- kee man who was shot and wounded in Sunday night's violence was retrieved by a police armored vehicle and taken to a hospital. Flynn said the man "doesn't seem to be in medical danger." Police didn't say who shot the man but that they were looking for suspects. Flynn said that while po- lice came under fire Sunday night, "none of our officers returned fire." Police cited Smith's "lengthy criminal record" as they identified him. On- line court records showed a range of offenses that were mostly misdemeanors. In a more serious case, Smith was accused in a shoot- ing last year and charged with recklessly endanger- ing safety, a felony. The Milwaukee Jour- nal Sentinel reported that Smith was subsequently accused of pressuring the victim to recant statements that identified him as the gunman and was charged with trying to intimidate a witness. The charges were dropped because the vic- tim recanted the identifi- cation and failed to appear in court, Chief Deputy Dis- trict Attorney Kent Lovern told the newspaper Sunday. The anger at Milwau- kee police is not new and comes as tension between black communities and law enforcement has ramped up across the nation, resulting in protests and the recent ambush killings of eight of- ficers in Baton Rouge, Loui- siana, and Dallas. Nearly 40 percent of Milwaukee's 600,000 res- idents are black, and they are heavily concentrated on the north side. By Jake Pearson and Ezra Kaplan The Associated Press NEW YORK Police detec- tives investigating the slayings of an imam and his friend have detained and questioned a man as part of an attempt to iden- tify a vehicle seen leaving the scene of the shooting, authorities said Monday. The man was taken into custody in connec- tion with "an unrelated incident" but had been questioned by detectives regarding the Saturday af- ternoon shooting of Imam Maulama Alauddin Akon- jee and Thara Uddin, said Stephen Davis, the New York Police Department's top spokesman. He was still in custody late Monday afternoon but hadn't been charged with a crime. Police didn't iden- tify him. Akonjee, 55, and Uddin, 64, were shot shortly af- ter leaving the Al-Furqan Jame Masjid mosque in the Ozone Park neighbor- hood of Queens. Passions ran hot at a fu- neral service for the two victims. About 1,000 people, in- cluding New York City Mayor Bill de Blasio, gath- ered under tents in a park- ing lot to praise the two men. The ceremony featured several speakers who said they believed the victims were targeted because of their religion. Some mem- bers of the congregation shouted, "Justice!" period- ically throughout the ser- vice. "I want you to know that we are all mourning with you," de Blasio said. After the ceremony, part of the crowd marched to the spot a few blocks away where the shooting took place. Authorities say surveil- lance footage showed a car leaving the scene after the shots were fired. Detec- tives checked a police data- base and found that a car with a matching descrip- tion had been involved in a hit-and-run crash in Brooklyn, police said. In that case, a witness to the crash recorded the car's license plate. Investigators from a warrants squad tracked it to an address in Brooklyn where they waited in an unmarked po- lice cruiser for the man to enter before blocking him in, police said. The man intention- ally bumped their vehicle with his car before he was placed in handcuffs, they said. The case has not been classified as a hate crime, and police haven't said what prompted the bra- zen daytime shooting. The gunman is a dark-haired, bearded man wearing glasses, according to a po- lice sketch artist's depic- tion.
