Open House will be held at the Quartzsite Community Center located at 295 Chandler St., Quartzsite, AZ By Shanana Rain BearCat Monday, April 26, 2016 the Ari- zona State Board of Education (ASBE) accepted the recommenda- tions of investigators on 13 Ari- zona teachers. Among them was Quartzsite Elementary School's Lilian Houston. Houston resigned Quartzsite Elementary School (QES) after allegations of child abuse were brought to the atten- tion of administration by classroom aids. On or about March 3, 2016, the State Board Investigate Unit re- ceived a complaint alleging Ms. Houston left a bruise on the arm of an autistic child and antagonized another autistic child by "flickering" shaved ice on his face. QES Superintendent Raquel Bur- ton placed Houston on Adminin- strative leave, but Houston chose to voluntarily resign her position at the school. The QPD police report stated Burton did not follow Arizo- na statutes by waiting to report the incident until after the weekend. Burton stated that she was follow- ing advice of the attorney. On March 15, 2016, the State Board Investigative Unit notified Ms. Houston of the intent of the Ari- zona Board of Education ("Board") to file a complaint seeking disci- plinary action against her teaching certificate. Ms. Houston chose to voluntarily surrender her teaching certificate. Quartzsite teacher resigns and surrenders license after allegations of child abuse All states and territories will be so notified of the State Board of Eduction's decision. To complicate matters, an alleged abuse happened to QES School Board member Carrollynn Hen- shaw's son. Henshaw demanded an special board meeting be held on the matter, but due to the pending investigation QES Superintendent Raquel Burton and Monica Tim- berlake had been advised by the school attorney not to discuss the issue in a public meeting. Under A.R.S. ยง 38-503, a public officer or employee who has a conflict of interest must disclose the interest and refrain from participating in the matter. Henshaw, the admin of Facebook's Concerned Parents Page, took to expressing her anger on social media. Henshaw also posted defamatory statements about the teacher, Administration, and School Board President. Hen- shaw then posted the full police report which included a school employee's birthdate. Henshaw publicly disclosed the protected identity of the other underage victim. At the QES Board meet- ing following Houston's resigna- tion, Board members Henshaw and Danielle Miller voted against accepting the resignation, seek- ing to terminate with cause. The motion failed 2-2, which stopped the Board, as a whole, from recom- mending to the state any further actions to be taken. Henshaw has filed charges against Burton, but no action has been taken.
