TEHAMA COUNTY Realtors group offers scholarships ByTheAssociatedPress GLENDALE Shirley Huf- stedler, a former federal appellate court judge who served as the na- tion's first education sec- retary, has died. She was 90. Morrison & Foerster, the law firm Hufstedler worked at, said she died Wednes- day at a hospital in Glen- dale, California. No cause was given. Congress established the Department of Education as a Cabinet-level agency under President Jimmy Carter in 1980. Carter ap- pointed Hufstedler secre- tary. Though her tenure was short lived after Carter lost the election to Ronald Rea- gan, Hufstedler defended the department against Reagan's vows to disman- tle it. She said education de- served a place at the Cab- inet table in part to bolster Americans' knowledge of foreign languages and in- ternational affairs. Before taking the ed- ucation post, Hufstedler served on the 9th U.S. Cir- cuit Court of Appeals. She was among the first women to sit on a federal appeals court.
