The index of 30 large companies gained 742 points in that stretch. Measured against other first quar- ters, that’s the largest point gain since 1998 and the second best on record. Stocks ended the day mixed as the price of oil jumped to a 30- month high. Russian billionaire Yuri Milner, a big investor in Facebook, daily deal website Groupon and “Farmville” game maker Zynga, bought the lavish, 25,500-square-foot mansion in Los Altos Hills, Calif. The sale is believed to be one of the largest in U.S. history for a single-family home. Donald Trump sold his Palm Beach mansion for $100 million in 2008 to Russian fertilizer billionaire Dmitry Rybolovlev. Trump told The Associated Press at the time that it was the largest estate sale ever in the U.S. Milner, the 49-year-old founder of Internet investment firm Digital Sky Technologies and chairman of Mail.ru Group, has no immediate plans to move into the mansion, spokesman Leonid Solovyev told The AP. Solovyev and another spokesman for the billionaire declined any further comment. The mansion is a French-style chateau in the Loire style set on 18 acres in hills overlooking San Francisco Bay, the architect, William Hablinski, told The AP. Hablinski said the cost of the pro- ject, which took about six years to complete, was not a big concern during the building process. He would not comment on how much the seller, Fred Chan and his wife Annie, paid to build it. Bill would ease unionization of farmworkers SACRAMENTO (AP) — State lawmakers moved ahead Thursday with a bill that would make it easier for farmworkers to unionize, acting over the objec- tions of Republicans and the busi- ness community. The bill would let field laborers organize by submitting a petition to the state Agricultural Labor Relations Board instead of hold- ing a secret-ballot election. They also would have to submit cards signed by a majority of the farm’s employees. The board would cer- tify the union once it checks that the voting cards are legitimate. The bill passed the Senate on a party-line 24-14 vote and now goes to the Assembly, which is also controlled by Democrats. Its passage would mark a vic- tory for labor unions during a year in which their influence is being eroded in statehouses around the country. Former Gov. Arnold Schwarzenegger, a Republican, vetoed similar bills four times. United Farm Workers President Arturo Rodriguez said in a state- ment that the bill has a better chance under Gov. Jerry Brown, a Democrat. Brown spokesman Evan Westrup said the governor has taken no position on the pend- ing legislation. Senate Democrats said the cur- rent method of holding an election to unionize gives employers an opportunity to intimidate farm- workers before the vote. Republican lawmakers said the pending bill could let union orga- nizers pressure farmworkers into signing the cards saying that they want union representation. The bill is opposed by the California Chamber of Commerce, California Farm Bureau Federation, and orga- nizations representing manufactur- ers, retailers and restaurant owners. The Senate took up the mea- sure on a state holiday honoring United Farm Workers founder Cesar Chavez. In a proclamation celebrating the anniversary of Chavez’s birth 84 years ago, Brown noted that he signed the California Agricultural Labor Relations Act in 1975 dur- ing his first two terms as governor. The law was the nation’s first to let farmworkers form unions and col- lectively bargain, Brown recalled, without mentioning the proposed change. About 400,000 farmworkers labor annually in California’s fields and orchards, and 27,000 now work under United Farm Worker contracts at least one day a year, said union spokeswoman Maria Machuca. She could not immediately say how that com- pares with the rest of the nation. ‘‘There are countless cases and countless stories of farmworkers who are told that if they vote to join a union they will be out of a job the next day. The power shift threatens the quick restart of oil exports promised by a rebel victory. Oil prices have jumped $20 since the Libyan uprising began in February. Higher oil prices can pinch spending by forcing con- sumers to pay more for gasoline and could cut into economic growth. There were also slightly disap- pointing reports on new unem- ployment claims and factory orders. The Labor Department said fewer people applied for unemployment benefits last week, signaling that companies may be slowing layoffs. The number of new claims fell by 6,000 to 388,000. Analysts had expected a larger drop.
