Political Action Committee generations of student leaders Contributions to the Fraternity and Sorority PAC are not tax-deductible for federal income tax purposes. Federal law requires the Fraternity and Sorority PAC to use its best efforts to collect and report the name, mailing address, occupation and employer for each individual whose contributions are $200 or more in a calendar year. Funds received in response to this solicitation will be subject to federal contribution limits and source prohibitions. While the FSPAC does not lobby directly on federal issues, it is supportive of the key legislative issues the North American Interfraternity Conference (NIC) and National Panhellenic Conference (NPC) support each year. A lawmaker's support or opposition of the NIC/NPC's legislative priorities is a primary consideration of the FSPAC board when it determines which candidates to fund each year. The COVID-19 pandemic has washed away any chances of Congress using time in 2021 to pass a long-overdue reauthorization of the nation's higher education laws. Instead, the committees with jurisdiction over higher education have been almost entirely focused on legislative responses to the pandemic's effect on education at all levels. That has led the NPC/NIC to delay reintroduction of its top legislative priority: the Collegiate Freedom of Association Act (CFAA). This bill would make it clear schools could not punish individual students for joining the recognized or unrecognized organizations of their choice, especially single-sex organizations. In 2019, the CFAA was introduced with bipartisan support and actually was included in the House Education Committee's bill reauthorizing higher education programs. Unfortunately, that broader bill to which CFAA was attached never made it to the full House for a vote before the pandemic hit. The NIC and NPC are working with past CFAA supporters to reintroduce the bill in early 2022. The NIC/NPC continue to push for the passage of the Collegiate Housing and Infrastructure Act (CHIA) (H.R. 2421/S. 265). This legislation would allow ALL not-for-profit student housing to receive grants from foundations for building, maintaining, or improving student housing.
