P��� 6 Advisory Board meets Sept. 1st YPG Restoration UNITED STATES ARMY YUMA PROVING GROUND RESTORATION ADVISORY BOARD The United States Department of Defense recognizes the importance of stakeholder participation in our Installation Restoration Programs. Therefore, United States Army Gar- rison Yuma Proving Ground is an- nouncing a Restoration Advisory Board meeting at 6 pm on Wednes- day, September 01, 2010, at the Yuma Main Library located at 2951 South 21st Drive. The goal of the RAB is to give indi- viduals who represent the diverse in- terests of the community the oppor- tunity to regularly review progress and interact with the decision makers concerning United States Army Gar- rison Yuma Proving Ground’s envi- ronmental restoration program. The aim is to increase public understand- ing and the quality of the installation environmental restoration program. The RAB meetings are held approxi- mately quarterly, are announced in advance and are open to the public. The Restoration Advisory Board as- sisted with the restoration efforts required by the following: Compre- hensive Environmental Response, Compensation, and Liability Act (CERCLA) of 1980, as amended by the Superfund Amendment and Reau- thorization Act (SARA) of 1986, par- ticularly Sections 120(a), 120(f), and 121(f), and 10 U.S.C. 2705, enacted by Section 211 of SARA; Code of Federal Regulation 32 part 202, 10 U.S.C 2705 (d) (2) (a) and the May 7, 1996 Depart- ment of the Army memorandum from the ASA(I,L&E), entitled, Issuance of Army Policy –The Role of Restoration Advisory Boards (RAB)s in Environ- mental Cleanup. The operation proce- dures can be found in the United States Army October 2009, Restoration Ad- visory Board and Technical Assistance for Public Participation Guidance. The restoration sites that are covered under the RAB includes: YPG-01, 10, 11, 31, 32, and 45; CCYPG-27, 28, 29, 141, 165, 178 and 204. In addition there is Former Mortar Impact Area (YPG-002-R-01) which is covered un- der the Military Munitions Response Program. In an article about Quarzsite School District updates that was published in the Desert Messenger issue #112, on July 7, 2010, there was incomplete information. Both the Ehrenberg and Quartzsite Elementary Schools reached Annual Yearly Progress (AYP), not just the Ehrenberg School. This is a great achievement for both schools. La Paz County Attorney responds to SB1070 SB 1070 - STATEMENT BY THE LA PAZ COUNTY ATTORNEY United States District Court Judge Susan Bolton issued a court order barring the following provisions of S.B. 1070 from being enforced at this time: Portion of Section 2 of S.B. 1070 A.R.S. Sec. 11-1051(B) - requiring that an officer make a reasonable attempt to determine the immigration status of a person stopped, detained or arrested if there is a reasonable suspicion that the person is unlawfully present in the United States, and requiring verification of the immigration status of any person arrested prior to releasing that person. Section 3 of S.B. 1070 A.R.S. Sec. 13-1509 - creating a crime for failure to apply for or carry alien registration papers. Portion of Section 5 of S.B. 1070 A.R.S. Sec. 13-2928(C) - creating a crime for an unauthorized alien to solicit, apply for, or perform work. Section 6 of S.B. 1070 A.R.S. Sec. 13-3883(A)(5) - authorizing the warrantless arrest of a person where there is probable cause to believe the person has committed a public offense that makes the person removable from the United States. La Paz County Attorney Sam Vederman made the following statement: “The La Paz County Attorney’s Office had been preparing for the implementation of S.B. 1070 and was ready to enforce it. This office will now uphold Judge Bolton’s ruling. The federal government has argued that it is their job to enforce immigration laws.
