Political Action Committee future generations of student leaders 7 I t has been a busy opening few months of the Biden-Harris Administration and an all-Democratic 117th Congress in Washington. The legislative agenda for the Greek world is set by the North American Interfraternity Conference (NIC) and the National Panhellenic Conference (NPC), and it is aided by the political support of the FSPAC. In 2021, the NPC and NIC are focused on three federal policy issues. First, Rep. Lucy McBath (D-GA/Delta Sigma Theta) and Rep. Steve Stivers (R-OH/Delta Upsilon) reintroduced the END ALL Hazing Act, which would help campuses shine a light on student organizations that engage in activities that might cause harm to another student. If passed, this will go a long way towards holding organizations that haze accountable for their actions. A Senate version of the END ALL Hazing Act was introduced the same day by Senators Bill Cassidy (R-LA) and Bob Casey (D-PA). A related bill, called the REACH Act, would require schools to disclose annual hazing incidents on their Clery Act report. The House version of REACH was introduced by Rep. Lucy McBath and Rep. Alan Lowenthal (D-CA), while the Senate version of REACH was introduced by Senators Amy Klobuchar (D-MN), Sherrod Brown (D-OH), Bob Casey (R-PA), and Bill Cassidy (R-LA). Secnd, later this spring we expect Rep. Stephanie Murphy (D-FL/Chi Omega) and Rep. Brad Wenstrup (R-OH/Sigma Alpha Epsilon) to reintroduce the Collegiate Housing and Infrastructure Act (CHIA). This bill would treat all not-for-profit student housing, including Greek Housing, like university-owned residence halls under the tax code. This would allow foundations to accept charitable contributions that could be granted to local house corporations to build and maintain student housing. A Senate version of CHIA will also be introduced soon. Finally, the NPC and NIC continue to push for passage of the Collegiate Freedom of Association Act (CFAA) as part of the higher education reauthorization package. The CFAA would prohibit universities from punishing students simply because they participate in a single-sex student organization on their own time. In 2019, the CFAA was incorporated into the House higher education bill that was on pace for a House vote before the COVID-19 pandemic hit.
