Absentee Bal- lot Deadline: Tue Nov 6, 2018 Election dates Proposition 402 La Paz County Supervisor Duce Minor made a presentation to residents Monday, Oct. 1st at the Quartzsite Community Center. He explained why Proposition 402 is on the ballot in November. On May 15, 2018 the voters approved Proposition 401 to temporarily in- crease the fi scal year 2018/2019 expenditure limitation. The La Paz County Board of Su- pervisors has called for Proposition 402 to be on the ballot at the No- vember 6, 2018 General Election to submit to the voters a permanent increase in the expenditure limita- tion base amount which would be effective beginning in fi scal year 2019/2020. La Paz County seeks voter ap- proval to permanently adjust the expenditure base of the County as determined by the Economic Es- timates Commission. The Coun- ty is seeking an adjustment of $3,000,000. On June 3, 1980, Arizona voters approved Arizona Constitution, Article IX, Section 20, prescrib- ing an expenditure limitation for each county, city and town. The expenditure limitation's purpose is to control expenditures of local revenues and limit future increas- es in spending to adjustments for infl ation and population growth. Arizona Revised Statute 41-563 provides additional details on the administrative process for expen- diture limitations. The expenditure limitation does not provide adjustments for ex- penditures that were not antici- pated in the 1980 initiative. These include state cost shifts to coun- ties, increases in retirement con- tributions far in excess of infl ation, and enterprises such as the La Paz County Landfi ll and Emerald Can- yon Golf Course. "We are the last county in the state to adjust our expenditure limits," said Minor. He wanted to County seeks expenditure limit increase make sure voters know this is NOT a property tax increase. "If it doesn't pass this November, we will have to come back in May asking for another temporary in- crease, and then again next Novem- ber," Minor explained. The Constitution does enable a county to increase its expenditure limitation by a temporary increase for the following fi scal year or by a permanent increase in the base limit established in 1980 (or 1983 for La Paz County). This increase must be approved by the Board of Supervisors and by a majority of the voters at an election. If the Auditor General determines after a public hearing that in any fi scal year a county has exceeded its expenditure limitation, the allow- able levy of primary property taxes of the county shall be reduced in the fi scal year following the Auditor General's hearing by the amount of the expenditures that exceeded the County's expenditure limitation. A General Election will be held Tuesday, November 6, 2018. The polls will be open from 6:00 a.m. to 7:00 p.m. Any qualifi ed elector may vote by early ballot in the man- ner provided by law.
