The term of the appointment will be from the appointment date through December 31, 2018. The position will appear on the General Election Bal- lot on November 6, 2018. Golden-Bear stated, "The goals of the program are to fi rst to consider ev- eryone's constitutional rights; recognize Quartzsite's sensitivity to those in need; hold individuals responsible for inappropriate behavior; attempt to protect the public from unwanted panhandling and aggressive panhan- dling; and encourage community groups to unite in the Quartzsite tradi- tion of care and compassion to provide resources that empower people and families to achieve self-suffi ciency." The Public Education Campaign plans to strategize with key stakeholders within the community for fundraising options; create educational brochures providing an overview of the Panhandling Awareness Program which will contain contact info for Food Bank, Churches, and Organizations which pro- vide outreach to the community; Install signage in key business locations in town and use local radio and newspapers to educate and encourage the pub- lic to extol our generosity in a more productive and humane manner. Giving to panhandlers discourages them from seeking the services they may truly need and encourages them to keep doing what they are doing. Current economic challenges have strained local resources and local ser- vice providers rely on private donations to sustain the programs that of- fer assistance to people in need. Donating to an individual panhandler diverts that money from a program that may help many in need. 11 x 17 Posters are now available at Town Hall and the chamber offi ce, which will be distributed FREE to local businesses and organizations.
