Golden-Bear stated, "The goals of the program are to first to consider everyone's constitutional rights; recognize Quartzsite's sensitivity to those in need; hold individuals re- sponsible for inappropriate behav- ior; attempt to protect the public from unwanted panhandling and aggressive panhandling; and en- courage community groups to unite in the Quartzsite tradition of care and compassion to provide resourc- es that empower people and fami- lies to achieve self-sufficiency." The Public Education Campaign plans to strategize with key stakehold- ers within the community for fund- raising options; create educational brochures providing an overview of the Panhandling Awareness Program which will contain contact info for Food Bank, Churches, and Organiza- tions which provide outreach to the community; Install signage in key business locations in town and use local radio and newspapers to edu- cate and encourage the public to extol our generosity in a more productive and humane manner. Giving to panhandlers discour- ages them from seeking the ser- vices they may truly need and en- courages them to keep doing what they are doing. Current economic challenges have strained local re- sources and local service providers rely on private donations to sustain the programs that offer assistance to people in need. Donating to an individual panhandler diverts that money from a program that may help many in need. 11 x 17 Posters are now available at Town Hall and the chamber of- fice, which will be distributed FREE to local businesses and organiza- tions. La Paz County School Superintendent, Jacque Price, announced that there is a vacancy on the Quartzsite Elementary School (QES) District #4 Governing Board.
