QPD BULLETIN REPORT Provided by Quartzsite Police Department AUGUST 1 - SEPTEMBER , 2017 7/16 - 8/01 Between 7/16 and 8/01 an unknown person(s) turned on a water hose at a trailer park property on E. Kue- hn and let the water run into a drainage pond. This was accomplished by setting up some piping used by the trailer park during monsoon season. 8/01 QPD assisted AZ Dept. of Public Safety during a DUI (Driving Under the Influence) investigation on W. Kuehn St. QOD observed the suspect driver identi- fied as Austin HENDERSON could not maintain balance while standing. He had extreme slurred speech and a strong odor of an alcoholic beverage emanating from his breath and person. QPD observed Henderson fail the field sobriety test and recorded them with dept. issued body cam- era. Henderson was arrested by DPS. 8/02 QPD discovered that a business on W. Main St. had been burglarized. Between 3/01 and 8/02 an unknown suspect(s) unlawfully entered the upper and lower levels of the business. The un- known suspect(s) broke out the upper and lower level window to gain entree. It is be- lieved that no items of value were taken. 8/03 QPD located an abandoned black and silver Razor motorized scooter at the intersection of W. Quail Trail & N. Moon Mt. 8/07 a Razor motorized scooter was reported lost. It was later released back to the owner. 8/03 A suspect failed to control his vehicle as he pulled into the parking bay at a gas station on E. Main St. The vehicle drover into the side of the gas station causing damage to both the vehicle and building. The case will be referred to AZ MVD for reevaluation of his driving privileges. 8/02 and 8/03 a man tried to hitchhike a ride on Plamosa Rd due to his vehi- cle stuck in a wash. He was a reported missing person and was later found in the desert by Search and Rescue. 8/02 QPD responded to a report of dis- orderly conduct by an unknown African American male who purchased food in the drive-thru, then entered the store and threw his bag of food at one of the cashiers, then left westbound on I-10 in a black Dodge Durango. 8/05 a blue backpack with miscellaneous clothing and camping equipment was lo- cated behind a restaurant on W. Main St., which is closed for business. 8/07 QPD responded to a woman who reported a known person accessed her credit card account to fraudulently spent approx. $1,000-$2,000 on it and later admitted to it. This report is for informa- tional purposes only. 8/07 Joseph PALMA was stopped for a civil traffic violation (no visible license plate) on Quartzsite Blvd. & W. Main. A record check revealed that Palma's Ca- lif. driving privileges were suspended. Subsequently, Palma was cited and re- leased on scene. Palma's vehicle was placed under a 30 day impound as per ARS 28-3511 law. 8/08 QPD was called to location on N. Riggles to recover property left by a pa- tron who resides in Calif. and placed it into safekeeping. 8/08 (Blank) attended an open Town Council meeting on N. Plymouth Av where he followed (blank)while asking her ques- tions and recording her on his cellular telephone. (blank) then confronted (blank) while display a electronic control device while (blank) was questioning (blank). Police separated the parties and the in- cident will be forwarded to the Quartzsite Town Prosecutor's Office for review. 8/09 James NEWBERRY was arrested for felony possession of marijuana, and felony possession of drug paraphernalia. Newberry was a passenger in a vehicle that was stopped on I-10. The vehicle in question was stopped for a civil traffic vi- olation (right front headlight inoperable). Upon making contact with the occupants of the vehicle, there was distinct odor of marijuana emitting from the vehicle. A search of Newberry's vehicle yielded approx. 4.07 ounces of marijuana, one marijuana pipe, and numerous smoked marijuana roaches. Newberry advised the marijuana and paraphernalia in the vehicle belonged to him. Newberry was taken into custody without incident, and transported to the La Paz Co. Jail. 8/08 QPD stopped a vehicle for speed- ing on E. Main St. and a Mexico Con- sular card was placed into safekeeping. 8/10 A man was found deceased in bed by his wife at their residence on N. Moon Mt. He had a history of medical is- sues and was under the care of a Hos- pice Nurse, who later responded to the scene. A preliminary investigation found no signs of foul play. The body was re- leased to Parker Funeral home at the request of the family. 8/11 Sometime before the summer of 2017 and 8/11 an unknown suspect(s) attempted to force entry into a resi- dence on N. Targa Trail. The unknown suspect(s) attempted to pry both the front and back doors open, but appeared to be unsuccessful. 8/11 On 8/08 QPD placed a parking viola- tion sticker on a blue vehicle at E. Chan- dler & N. Central Blvd. in reference to be- ing abandoned. On 8/11 QPD requested the vehicle be towed for abandonment. A towing company took possession of it. 8/11 QPD responded to N. Plymouth for walk-in traffic, reference a delayed crimi- nal damage. The victim reported her ex- boyfriend Derik FOSTER threw a rock at her windshield causing damage. Foster was cited and released for criminal dam- age per domestic violence. 8/12 (blank) was driving her boyfriend Je- sus FLORES III to Yuma, AZ for rehabilita- tion. On N. Plymouth Ave. Flores III grabbed hold of the steering wheel and jerked it to the left towards oncoming traffic lane and knocked her reading/driving glasses off. Flores III was booked into jail for Disorderly Conduct per Domestic Violence ad Endan- germent per Domestic Violence. 8/12 QPD responded to E. Quail Trail in reference to a found firearm. The firearm appeared to have been intentionally al- tered. There are suspect(s) at this time. Investigation is open/active. 8/12 Jerry MOEDE was arrested on N. Kofa for Assault per Domestic Violence and Criminal Damage per Domestic Vio- lence. Moede was involved in a verbal altercation that turned physical with his live-in girlfriend. The victim advised that Moede punched her in the back of the head, and allegedly broke out the window to her vehicle. Moed did admit to breaking the window to the victim's vehicle. Moed was taken into custody without incident and booked into the La Paz Co. Jail. 8/13 Aaron NIEVES was arrested and booked for Possession of Marijuana and Possession of Drug Paraphernalia. Nieves was contacted on Main St. as a suspicious subject. Nieves had an odor of marijuana emitting from his person. Upon searching Nieves and his motor- cycle, numerous items of drug parapher- nalia and a usable amount of marijuana were located. At the time, Nieves was taken into custody and booked into the La Paz Co. Jail without incident. 8/16 An unknown person arrived at QPD and turned in an Arizona state license plate that he located in the roadway at the intersection E. Main & N. Riggles. 8/16 An unknown female called a truck stop on S. Central and stated there was a bomb in the building and it was set to explode in 9 minutes unless she received $1,500 from them. 8/16 Colleen BYERS was located and arrested on W. Main St. for trespassing. Byers was booked into the La Paz Co. Detention Center. 8/16 Robert ARNOLD was arrested on N. Moon Mountain Ave. Arnold was con- tacted as a subject that was involved in a verbal distrubance. Upon running Arnold for a warrant check, dispatch advised Ar- nold had a valid misdemeanor (failure to appear) warrant out of Quartzsite Mag- istrate Court. Arnold was taken into cus- tody without incident, and booked into La Paz Co. Jail. QPD conducted a traffic stop on a speed- ing vehicle displaying an equipment vio- lation. Contact with the driver, Juan H. TINOCO revealed he had never been issued a driver license and subsequently the vehicle he driving was impounded as per state law. 8/17 Michael Wilfred MANTHA was at a gas station on S. Riggles Ave. and drove away from a pump while the hose to the gas pump was still connected in his gas tank. This caused the hose to disconnect, possibly causing damage to the inside of the hose. This report is for informational purposes only. 8/17 Rhiannon JENNINGS was arrested on W. Main St. for possession of danger- ous drugs. Jennings was stopped for a civil traffic violation (license plate light vi- olation). Upon running Jennings' driver's license, it was advised that Jennings' Or- egon driving privileges were suspended. Upon placing Jennings into custody, Jen- nings was found to be in possession of a usable amount of methamphetamine. Jennings was transported to the La Paz Co. Jail and booked in without incident. 8/17 QPD stopped a vehicle and found the driver Karen HORDE to be in posses- sion of marijuana and drug paraphernalia on I-10 while headed eastbound. Subse- quently, she was cited and released for the misdemeanor possession. 8/17 QPD conducted a traffic stop on a black Dodge Avenger for speed and expired vehicle registration. The driver identified himself by Calif. driver's li- cense as Marcus MILES. An odor of marijuana was emanating from inside Miles' vehicle. A subsequent search of the vehicle found Miles in possession of approx 4 ounces of marijuana. Miles was cited and released on scene for At- tempted Possession of marijuana. 8/19 A (blank) magazine and (blank) magazine were found at the Chevron on Riggles Ave. in Quartzsite. Both were placed into safekeeping at QPD. 8/14 QPD conducted a traffic stop on a teal Suburban sedan dragging its bum- per on I-10 causing rocks and debris to be thrown behind it.
