LEGAL NOTICE Notice of Public Hearing Comitting Local CDBG Funds into CDBG State Contract #10-STBG-6740 NOTICE IS HEREBY GIVEN that the County of Tehama will con- duct a Public Hearing on Tues- day, October 16, 2012 at 10:30 AM, or as soon thereafter as it can be heard, at the Board Chambers, 727 Oak Street, Red Bluff, CA., to discuss and solicit citizen input about the using of local Community Development Block Grant (CDBG) program in- come (PI) funds under contract 10-STBG-6740. The CDBG State Contract No. 10- STBG-6740 has a funded Housing Rehabilitation activity to which the County would like to add ad- ditional local program income. The PI would be transferred into the open grant activity from the local Housing Rehabilitation re- volving loan account (RLA). This transfer is allowed under the County's current State approved program income reuse plan, and the funds will be used to fund rehabilitation and reconstruc- tion of affordable housing. The transfer would result in the fol- lowing budget change to the open grant activity: Housing Rehabilitation Program amount under grant: $313,78.00 Additional PI to be transferred from local RLA $ 34,757.41 Total CDBG funds Committed to project $348,485.41 The purpose of the public hear- ing is to give citizens an oppor- tunity to make their comments known about the commitment of local program income into the above referenced open grant. Beverly Ross, Clerk of the Board of Supervisiors PUBLISH: October, 5, 2012 DEPARTMENT OF PUBLIC WORKS CITY OF RED BLUFF NOTICE TO CONTRACTORS PUBLIC WORKS PROJECT FORMAL BID PROCEDURE RED BLUFF BOATING FACILITY IMPROVEMENTS PROJECT NOTICE INVITING BIDS - The City of Red Bluff will receive sealed bids for the above public works project at the Engineering Divi- sion of the Department of Public Works, 555 Washington Street, Red Bluff, CA 96080, until 3:00 PM, October 30, 2012, at which time they will be publicly opened and read. The Contractor shall possess ei- ther a Class "A" or "C-12" li- cense at the time the bid is opened. GENERAL WORK DESCRIPTION: This project will consist of the construction of a boat ramp and access road including an ADA compliant parking space, acces- sible path of travel and other work as described in the bid documents and project plans. BIDDERS INFORMATION - Copies of the Contract Documents, Bid Documents, including Plans, scope of Work description will be include in the mailing to the contractors currently on the list on file at Red Bluff City Hall (Public Works Eng. Dept.). APPRENTICESHIP STANDARDS: In accordance with the provi- sions of Part 7, Chapter 1, Article 2, Section 1777.5 of the Labor Code of the State of California, the prime contractor shall be re- sponsible for fully complying with the provisions of this Sec- tion, as well as any regulations dd b h i f adopted by the Director of In- dustrial Relations, for all apprenticeable crafts or trades, and shall also assure compli- ance by his/her sub-contractors with respect to such apprenticeable crafts or trades. ,y g BID AWARD PROVISIONS; REJEC- TION - An award of bid, if a bid is awarded, will be made to the lowest responsible bidder whose bid complies with the City's requirements within sixty (60) days of the bid opening date. The City reserves the right, in its sole discretion, to re- ject any bid which fails to meet bid requirements in any respect, to reject all bids for any reasons whatsoever and to waive minor irregularities in any bid. BID SUBMITTAL REQUIREMENTS - Bidders may only submit their bids on proposal forms provided by the City. Bids must be sub- mitted in a sealed envelope plainly marked on its outside with the project title, City budg- et account number (see above) and the bid opening date. Each bid must be accompanied by cash, a certified or cashier's check, or a bid bond in favor of the CITY OF RED BLUFF in an amount equal to at least five percent (5%) of the amount bid, such guaranty to be forfeited should the Bidder to whom the contract is awarded fail to enter into the contract. BUSINESS LICENSE - REQUIRED - The Contractor and each sub- contractor shall obtain a valid, current City of Red Bluff Busi- ness License on or before their commencement of work on the project. CONTRACTOR'S LICENSE - RE- QUIRED - Pursuant to the provi- sions of Section 3300 of the Pub- lic Contracts Code, the Contrac- tor to whom a bid is awarded for this project shall possess, on or before the date of the award, a valid, current contractor's li- cense of the classification re- quired for the project. In addi- tion, each subcontractor shall possess a valid, current contrac- tor's license for their classifica- tion prior to commencement of their work on the project. The Contractor and any subcon- tractor who is unlicensed shall be subject to all legal penalties imposed by law, including but not limited to, any appropriate disciplinary action by the Con- tractors' State License Board. Further, failure of the Contractor to obtain proper and adequate licensing for an award of a con- tract shall constitute a failure to execute the contract and shall result in the forfeiture of the Bidder's security.
