Every year, taxing entities such as schools, fire districts, water dis- tricts and sanitation districts hold public meetings where they deter- mine their budgets for the year. It is that time of year again. The result of budgeting decisions is taken into account around the same time the tax rate is set. The La Paz County Board of Supervi- sors sets the tax rate. This rate, when applied to the limited prop- erty assessed value, determines the amount of tax dollars that you pay. Law limits the budgets of all tax- ing entities and as long as they do not exceed those limits, the County must approve them. The Board of Supervisors does not control the budget of a taxing entity that is within the legal limits. All of this helps make it clear why it is important to attend the bud- get meetings. Go to the meetings, voice your opinion, and give some input. No one enjoys paying taxes and though it is not easy to go out and work for lower taxes, if your input makes even a little differ- ence, isn't it worth your while? We would also like to talk about taxpayer responsibilities. The most common problem our office faces is incorrect mailing addresses. We encourage taxpayers to notify our office if you move or have a differ- ent address. This is to ensure you receive all notifications and tax bills and prevent problems in the future. The Bureau of Land Management (BLM) sites are opening again next month, and the snowbirds will start to trickle in. The LTVA (Long Term Visitor Area) pass is $180 and good for 7 months. That boils down to less than 90 cents per day! BLM does not have RV hookups, so your rig must be self-contained. That means having your own fresh water supply, black water (waste) tank, and power. I spent some time on BLM last season, and it was a wonder- ful experience. I enjoyed the lack of noise and artificial light, and having a little space around me. I got by with two 5 gallons of water jugs (which I had to constantly refill), and a 5W solar panel. According to BLM rules and regu- lations, your RV must be equipped with at least a 10 - gallon black wa- ter tank, otherwise you are required to park within 500 feet of one of the outhouses. This was the case for me, which really was not much of an in- convenience. For power, most RV's have a genera- tor. Curfews for generators are from 10 PM to 6 AM. A great alternative to a generator is solar. These don't generate noise, and do not burn fos- sil fuels! For entertainment, most folks ei- ther have an over the air (OTA) TV antenna, or if you want to spend the bucks, DirecTV. I got by with an FM radio, which worked fine and didn't consume a lot of power. This season, I plan on doing some upgrades to my tiny house, including a fresh water tank, black water tank, and lots of solar.
