June 14, 2017 www.DesertMessenger.com 17 PERSONAL PROPERTY NOTICE OF VALUE The 2017 Personal Property No- tice of Value (NOV) will be mailed to you soon. If you do not receive your Notice of Value, please con- tact our office and we will be happy to mail or email you a copy or stop by our office. This year we are not sending e-mail notifications, as we are working to review the process. If you signed up for e-mail notifi- cations, you will receive your NOV via mail. Your Full Cash Value may fluc- tuate, as the market fluctuates. You can appeal the Full Cash Value only. Your Limited Property Value can only increase up to 5% per year, until it reaches the Full Cash Value, unless a change has been made to your account, i.e. you add an improvement. (A.R.S. 42-13301) The Limited Property Value cannot be more than the Full Cash Value; if the Full Cash Value drops below the Limited Property Value, then the Limited Property Value will drop to match the Full Cash Value. (A.R.S. 42-13301) Taxes are pulled from the Limit- ed Property Value only. However, all the taxing authorities that make up your tax area can raise their tax rates year-after-year, resulting in a higher tax amount, even if the Limited Property Value did not go up ( i.e. if it's already met the Full Cash Value). We do not estimate taxes; the tax rate for 2017 will be set in August 2017. Tax bills will be mailed in September. As you know, the Arizona De- partment of Revenue, by law, exercises general supervision over County Assessors to ensure that all property is uniformly valued for property tax purposes - see A.R.S. 42-13002(A)(1). An Assessor is required by law to "identify by dili- gent inquiry and examination all real property in the county that is subject to taxation," as per A.R.S. 42-13051(A). If you do not agree with your Full Cash Value, you have the right to appeal it by the deadline on your notice. Please contact our office to obtain a Petition for Review or visit the Arizona Department of Revenue's website at https://www. azdor.gov/forms/property.aspx. Once again, my staff and I are here to answer your questions so do not hesitate to give us a call at (928) 669-6165. Anna Camacho, Assessor Accessor's Corner Nancy's Kitchen ICE CREAM IN A BAG Ingredients • ½ cup milk • ½ cup heavy cream • 2 tablespoons sugar • 1 teaspoon vanilla extract • Additional flavors (chocolate chips, chopped strawberries, crushed cookies) • A lot of ice • 6 tablespoons kosher or rock salt • Any flavorings of your choice • One gallon sized freezer bag • One smaller (quart) freezer bag Let's get Cooking... 1. In the smaller bag, combine cream, milk, sugar, and any flavoring you want. For vanilla, simply add vanilla extract. Remove as much air as pos- sible from bag, before sealing tight. 2. Fill the larger bag halfway with ice. Add salt over the ice. Mix the bag to help distribute the salt. 3. Place the bag of ice cream mixture inside and seal the larger bag well. Shake the bag continuously for about 10-15 minutes, or until the mixture become firmer. Use a kitchen towel or oven mitts to protect your hands from the cold. 4. Remove the ice cream filled bag from the ice, wipe the bag clean from salt, and scoop out the ice cream to serve.
